Job Overview:
The Enterprise Technical Officer position is crucial for the implementation of the ILO's enterprise development initiatives under the PROSPECTS programme in Syria. The role involves coordinating and providing technical oversight for various interventions aimed at enhancing access to finance and entrepreneurship support for micro, small, and medium-sized enterprises (MSMEs). The officer will work closely with various stakeholders, including government institutions, financial service providers, and business development organizations, to strengthen the capacities of MSMEs through training, market linkages, and institutional capacity building. The position also requires fostering partnerships to ensure the effective delivery of program results and addressing challenges in implementation. The officer will be responsible for promoting innovative and sustainable approaches to enterprise development, including digital and green entrepreneurship, and will contribute to the overall socio-economic recovery efforts in Syria.

Duties and Responsibilities:
The Enterprise Technical Officer will have a comprehensive set of responsibilities, including: assisting in the planning, implementation, and monitoring of project activities related to enterprise development; providing technical advice to government counterparts and implementing partners; designing integrated enterprise development interventions; coordinating the adaptation and implementation of ILO methodologies; promoting inclusive approaches to enterprise development; developing training materials and organizing workshops; managing project budgets and monitoring expenditures; preparing technical progress reports and communication materials; contributing to the documentation of lessons learned; and performing other related duties as assigned by management. The officer will also be expected to maintain close liaison with various stakeholders to ensure effective project implementation and to identify and recommend solutions to implementation challenges.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in fields such as Economics, Business Administration, Development Studies, or Social Sciences. Alternatively, a first-level university degree (Bachelor's or equivalent) in a relevant discipline, combined with two additional years of relevant experience, is acceptable. The position requires a strong understanding of enterprise development, financial inclusion, and entrepreneurship promotion, as well as experience in technical cooperation projects related to MSME development. Knowledge of local economic development and livelihoods programming is desirable, along with familiarity with ILO policies and methodologies.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's or equivalent) in relevant fields such as Economics, Business Administration, Development Studies, or Social Sciences. A first-level university degree (Bachelor's or equivalent) is also acceptable if accompanied by two additional years of relevant experience. This educational foundation is essential for understanding the complexities of enterprise development and the socio-economic context in which the ILO operates.

Experience:
The position requires at least five years of relevant professional experience in enterprise development, including entrepreneurship promotion and financial inclusion. Candidates should have proven experience working on technical cooperation projects related to MSME development and business development services. Familiarity with ILO methodologies, such as Start and Improve Your Business (SIYB) and Financial Education (FE), is highly desirable. Experience in forced displacement or humanitarian contexts is also beneficial, as is previous work with the United Nations or international organizations.

Languages:
Excellent command of Arabic and English, both written and spoken, is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of reports and other documentation. Knowledge of additional languages may be considered an asset but is not required.

The position is a fixed-term contract for one year, with the possibility of extension subject to the availability of funds and satisfactory performance.
