Job Overview: The Finance Officer for Budgeting and Reporting will play a crucial role in overseeing the financial aspects of multiple projects within the IRC's Syria portfolio. This position is responsible for ensuring accurate budget management by collaborating with budget holders, conducting financial reporting, and ensuring compliance with donor requirements. The Finance Officer will support proposal development and work closely with various stakeholders to enhance financial planning and grant performance. Duties and Responsibilities: The Finance Officer will have a comprehensive set of responsibilities, including but not limited to: reviewing budget spending and advising relevant staff on the status of expenditures; managing the monthly allocation process and submitting timesheet allocations to the coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator; preparing monthly Budget versus Actual (BvA) reports for assigned grants and ensuring timely distribution; conducting budget modifications and realignments as necessary; reviewing budget holder spending plans for accuracy and compliance; participating in monthly Grant Review Meetings (GRMs) and presenting spending statuses; following up on action points from these meetings; attending and supporting Grant Opening, Review, and Closing Meetings; providing support and feedback to Operations and Program Managers regarding BvAs; proposing necessary adjustment entries for financial reports in compliance with donor requirements; preparing new budget line coding and uploads for new grants; and ensuring donor financial reports are accurate and submitted on time according to contractual obligations.
Required Qualifications: Candidates for the Finance Officer position must possess a college degree in accounting or a related field. A minimum of 3-4 years of relevant work experience in budgeting and budget management is required, particularly in the context of finances and grants management within an international organization. Familiarity with various donor financial policies and guidelines, including those from USAID, Europe Aid, Sida, CIDA, UNICEF, UNHCR, ECHO, GFFO, and other institutional donors, is essential. Candidates should demonstrate strong analytical skills, attention to detail, and the ability to work under pressure while maintaining a high level of professionalism and integrity.
Educational Background: The educational background required for this position includes a college degree in accounting, finance, or a related field. Candidates with advanced degrees or certifications in finance or accounting may have an advantage.
