The International Rescue Committee (IRC) has been operational in Syria since 2012, focusing on providing essential services such as protection, health, economic recovery, and early childhood development programs. The organization has a significant presence in various regions including Idleb, Aleppo, Ar-Raqqa, Hassakeh, and Deir ez-Zor, with ongoing expansions into Hama, rural Damascus, and Homs. The organization plays a pivotal role in Syria's NGO, donor, and coordination forums, adapting its strategies to meet the evolving needs of the population. As of December 2024, the IRC has initiated operations in Damascus to enhance coordination and service delivery in newly accessible areas across Syria, including parts of Northeast and Northwest Syria, as well as other previously unreachable locations in South and Central Syria.

Job Overview:
The Project Manager will oversee the provision of Health and Integrated Protection (IP) services across Syria, specifically in Damascus, Rural Damascus, Homs, and Daraa governorates. This role is crucial for identifying service gaps and implementing necessary improvements to ensure compliance with national and international standards. The Project Manager will provide operational oversight and training to field-based health staff, ensuring that program deliverables are met on time and that performance indicators are tracked effectively. The position requires close collaboration with Health/IP Coordinators and senior health/IP managers to ensure sound financial and logistical oversight of health and IP activities. Regular reporting and health data management will also be key responsibilities, with the Project Manager reporting directly to the coordinator" style="border-bottom: 1px dotted #007bff !important;">Health Coordinator.

Duties and Responsibilities:
The Project Manager will be responsible for the following duties: Overseeing the implementation and expansion of health/IP services in the specified governorates, ensuring program goals are met; Identifying opportunities for program expansion and implementing action plans; Participating in rapid needs assessments; Developing and recommending strategies to maximize service utilization; Conducting regular monitoring and supervision visits; Ensuring adherence to international protocols in emergency obstetric care; Tracking budgets and procurement plans; Supporting the establishment of pharmaceutical warehouse management systems; Collaborating with supply chain departments to ensure quality control; Supporting patient satisfaction surveys; Providing regular reports on program implementation; Empowering partners and IRC staff through capacity building; Ensuring effective communication and collaboration with partners; Supervising newly hired Health/IP Officers; Conducting needs assessments for health/IP activities; Managing daily and monthly requirements for health/IP clinics; Assisting in training arrangements for health/IP staff; Collecting financial documents related to clinic operations; Implementing rapid IPC analyses; Building capacity in IPC and WASH; Supervising distribution activities; and ensuring water quality checks at health facilities.

Required Qualifications:
Candidates must possess a project management or related business development and management certificate. A medical degree or background in protection or relevant health/IP fields is considered an asset. The role requires excellent organizational and program management skills, including experience with staff management, budget management, and monitoring and evaluation. Candidates should have experience in implementing systems to enhance program quality, writing high-value proposals for major donors, conducting situation analyses, and mentoring staff. Proficiency in MS Word, Excel, PowerPoint, Outlook, and internet usage is essential.

Educational Background:
A project management or related business development and management certificate is required. A medical degree or a background in protection or relevant health/IP educational fields is advantageous.

Experience:
Candidates should have a minimum of 5 years of experience in a humanitarian organization, with at least 3 years at a managerial level, preferably in a similar context. Experience in organizational and program management, including budget management and monitoring and evaluation, is essential. Candidates should also have experience in capacity building and mentoring staff, as well as in writing and coordinating proposals for major donors.

Languages:
Proficiency in English is essential, and knowledge of Arabic is mandatory. The role requires effective communication skills in both languages to ensure successful interactions with stakeholders and team members.

Additional Notes:
This position involves significant travel (approximately 70%) to field sites across Syria and participation in regional and global workshops and meetings.
