Job Overview: The Program Deputy Field Coordinator (P-DFC) is responsible for supervising the implementation of programs in alignment with SI's annual country strategy and the evolving humanitarian needs in the area. The P-DFC will support the design and implementation of new projects and oversee the quality of project execution through direct management of Program Managers. Additionally, the P-DFC will assist the Field Coordinator (FC) in representing the organization in external meetings as delegated. The role is set against a backdrop of a highly volatile and unpredictable operational environment due to ongoing conflict and security" style="border-bottom: 1px dotted #007bff !important;">security constraints, which significantly impact program planning and implementation. The P-DFC will face challenges such as managing recently recruited Project Managers who require targeted capacity building and support, navigating a challenging donor environment, and maintaining strong program quality and accountability mechanisms under sensitive operational modalities.
Duties and Responsibilities: The Deputy Field Coordinator will be tasked with several key responsibilities, including:
Supervising the implementation of ongoing projects and ensuring adherence to quality standards.
Supporting the design and implementation of new projects in response to evolving humanitarian needs.
Directly managing Program Managers and providing guidance and support in their roles.
Assisting the Field Coordinator in external representation and coordination with local authorities, partners, and clusters.
Conducting assessments and analyzing reports to identify priority needs and service coverage.
Supporting fundraising efforts, including proposal writing and advocacy.
Positioning as the focal point for partnerships within the Kharkivska oblast.
Familiarizing oneself with existing actor mapping and coordination mechanisms.
Ensuring effective communication and coordination within the team and with external stakeholders. 1
Adapting to the security constraints and operational challenges posed by the ongoing conflict.
Required Qualifications: Candidates must possess a bachelor's degree in a relevant field and have at least 3 years of experience in the humanitarian sector, with a minimum of 1 year in a similar position. An engineering background or education in WASH (Water, Sanitation, and Hygiene) or a related technical field is considered an asset. Experience in humanitarian program management is essential, and experience in partnerships management is highly valuable. Candidates should demonstrate strong project management skills and knowledge of SI's sectors of intervention, including WASH, Shelter, and Food Security and Livelihoods (FSL).
Educational Background: A bachelor's degree in a relevant field is required for this position. This educational background should ideally be complemented by specialized training or coursework related to humanitarian aid, project management, or technical fields relevant to the organization's focus areas, such as WASH or Shelter.
Experience: The position requires a minimum of 3 years of experience in the humanitarian sector, with at least 1 year in a similar role. Candidates should have a proven track record in humanitarian program management and demonstrate the ability to navigate complex operational environments, particularly in conflict-affected areas.
Languages: Proficiency in English is mandatory for this position. Additionally, knowledge of French is considered an asset, as well as proficiency in Ukrainian or Russian, which would be beneficial for effective communication within the local context.
Additional Notes: This position is offered on a short-term contract basis, with a duration of 6 months and the possibility of extension. The role is based in Kharkiv, Ukraine, and involves working in a highly volatile security environment. The salary for this position starts from EUR 2,475 gross per month, which includes a base salary and an annual leave allowance. A monthly Per Diem of EUR 700 is also provided, along with accommodation costs and travel expenses. Expatriates will benefit from an insurance package covering healthcare expenses and essential vaccinations. The organization implements a system of work alternation, allowing for breaks every three months, along with additional rest days for each month worked.
