Job Overview: The ICT Officer plays a crucial role in establishing and implementing the Information & Communication Technology systems and procedures within the NRC. This position is responsible for the day-to-day management of IT functions, ensuring that the ICT infrastructure in the Area Office operates effectively. The officer will provide timely end-user computer support, manage hardware, printers, and software resources, and ensure compliance with NRC ICT policies, rules, and procedures. The role requires a proactive approach to improving ICT services and infrastructure, as well as providing training and support to NRC staff to enhance their use of ICT tools. The ICT Officer will also be involved in managing incidents and requests through the helpdesk tool, ensuring that all ICT-related issues are resolved efficiently and effectively.
Duties and Responsibilities: The ICT Officer's duties include ensuring adherence to NRC policies and guidelines, providing support for internet connectivity in the Area and field offices, and implementing procedures to ensure security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">information security. The officer will prepare status reports as required, promote improvements in the support function, and make relevant infrastructure changes to optimize ICT performance. Specific responsibilities include overseeing staff support, ensuring compliance with ICT policies, managing hardware and software troubleshooting, monitoring internet performance, managing user accounts, and installing and configuring ICT tools. The officer will also manage the Local Area Network (LAN) and Wireless Local Area Network, ensuring optimal performance for internet connections and access to cloud applications. Additional responsibilities include managing ICT equipment, supporting budget preparation, advising on equipment purchases, and performing other tasks related to information systems management.
Required Qualifications: Candidates must possess a university degree in Systems Engineering, Software, Computer Science, or a related field. They should have experience working in similar positions within the humanitarian aid context and demonstrate a verifiable history of responsibilities relevant to the position. Good written and spoken English is required, along with fluency in both written and spoken Ukrainian. Candidates should also have a minimum of 3 years of experience in the ICT field, with significant experience in Power BI and data visualization being a plus. Knowledge of network equipment management, internal customer service, and training of end-users is essential, as well as advanced knowledge of Microsoft Office 365 suite tools and report building in Microsoft Power BI.
Educational Background: A university degree in Systems Engineering, Software, Computer Science, or a similar field is required for this position. This educational background provides the foundational knowledge necessary for understanding complex ICT systems and their implementation in a humanitarian context.
Experience: Candidates should have a minimum of 3 years of experience in the ICT field, particularly in roles that involve significant responsibilities related to the management of information systems. Experience in complex and volatile contexts, such as humanitarian aid, is highly valued. Familiarity with tools like Power BI and data visualization, as well as knowledge of network administration and troubleshooting, is also important.
Languages: Fluency in both written and spoken English and Ukrainian is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in these two languages to effectively support NRC staff and operations.
