Job Overview:
The Technical Field Manager (TFM) plays a crucial role in the Humanitarian Mine Action (HMA) portfolio of DRC in Ukraine. The primary responsibility of the TFM is to provide technical advice, training, and direct management of national staff involved in HMA activities. This includes overseeing various teams engaged in Mine Clearance (MMC), Battle Area Clearance (BAC), and Non-Technical Survey (NTS) operations. The TFM is expected to develop the capacity and technical knowledge of national staff to ensure a sustainable and effective HMA operation. The position requires a proactive and dedicated individual who can manage operations across a wide area, often embedding within local communities to ensure effective collaboration and support. The TFM will report to the HMA Operations Manager and will work closely with other technical advisors and team members to achieve project goals and maintain compliance with international standards.

Duties and Responsibilities:
The TFM will be responsible for the direct management of all assets assigned, including National Supervisors and various operational teams. Key duties include managing HMA costs, liaising with the HMA Advisor on budgeting and procurement, supervising procurement processes, ensuring compliance with IMAS and DRC SOPs, and reporting daily activities to the Operations Manager. The TFM will also support the accreditation process for DRC in Ukraine, assist in revising national mine action standards, and represent DRC in relevant meetings. Additional responsibilities may be assigned by the Operations Manager as needed.

Required Qualifications:
Candidates must have a minimum of 5 years of international experience in humanitarian NGOs or similar organizations within the Mine Action sector. Hands-on experience in training and supervising Land Release teams is essential, along with knowledge of HMA equipment. A minimum of IMAS EOD Level 3 certification or equivalent is required, along with proven experience in EOD operations. Experience in designing and delivering technical training is desirable, and familiarity with HMA Quality Management roles is advantageous. Fluency in English is mandatory, and proficiency in Ukrainian or Russian is highly desirable.

Educational Background:
The position requires a strong educational background in a relevant field, particularly in humanitarian action, mine action, or a related technical discipline. Candidates should possess certifications that demonstrate their expertise in explosive ordnance disposal and mine action standards, particularly IMAS EOD Level 3 or equivalent qualifications from recognized institutions.

Experience:
The ideal candidate should have substantial experience in the humanitarian sector, specifically within mine action. A proven track record of managing teams, training staff, and overseeing operations in challenging environments is crucial. Experience working in Eastern Europe or similar regions is preferred, as it provides valuable context for the role.

Languages:
Fluency in English is required, with excellent writing skills. Knowledge of Ukrainian and/or Russian is highly desirable, as it will facilitate communication with local staff and communities. Proficiency in additional languages may be considered an asset.

Additional Notes:
The position offers a one-year contract with the possibility of extension based on funding and performance. The salary is at Band F1, in accordance with DRC's Terms of Employment for Expatriates. The duty station will be in field locations determined by the program, and the position is unaccompanied, requiring the candidate to live in isolated environments for extended periods.
