Job Overview: The logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer (Procurement) plays a crucial role in supporting the North-East Area Office of NRC by ensuring that the procurement of goods, works, and services is conducted in a timely, compliant, and efficient manner. This position is integral to the successful implementation of NRC's programs, as it involves procurement planning, market analysis, contract management, and monitoring supplier performance. The officer is expected to implement procurement activities that guarantee value for money, uphold fair competition, ensure transparency, and facilitate the timely delivery of procurement services to both programmatic and support functions. The role requires a proactive approach to managing the procurement cycle, from planning through to contract award, while adhering to NRC policies, donor requirements, and Ukrainian legislation.
Duties and Responsibilities: The Logistics Officer (Procurement) will be responsible for a comprehensive set of duties that include:
Implementing and managing delegated procurement activities throughout the procurement cycle, ensuring compliance with NRC policies and procedures.
Providing procurement advice and support to various program and support departments.
Preparing procurement reports and maintaining accurate procurement records.
Ensuring complete procurement filing and maintaining an audit trail.
Promoting continuous improvement of procurement processes.
Supporting the development and implementation of procurement Standard Operating Procedures (SOPs) and tools.
Ensuring compliance with NRC policies, guidance, and donor requirements. Specific responsibilities include:
Supporting procurement planning by coordinating with relevant departments and maintaining updated Procurement Plans.
Reviewing Procurement Requests for completeness and compliance before initiating procurement processes.
Conducting market assessments and maintaining an active supplier database.
Preparing and managing procurement documentation, including RFQs, CBAs, and contracts.
Managing procurement processes from solicitation through to contract award while ensuring transparency and value for money.
Acting as Secretary for Tender Committee meetings and ensuring proper documentation of decisions.
Maintaining complete procurement records in NRC systems and providing regular updates on procurement progress.
Coordinating with various stakeholders to ensure timely procurement implementation.
Participating in partner procurement reviews and compliance assessments. 1
Reporting any suspected fraud or procurement irregularities through established mechanisms. 1

Required Qualifications: The ideal candidate for the Logistics Officer (Procurement) position should possess the following qualifications:
A Bachelor's degree in Supply Chain Management, Procurement, Business Administration, Logistics, or a related field.
A minimum of two years of professional experience in procurement, supply chain, or logistics.
Proven experience in managing competitive procurement processes, including RFQs, ITBs, RFPs, and contract negotiations.
Knowledge of donor procurement regulations and compliance requirements.
Familiarity with ERP or procurement management systems, such as UNIT4 or eTB.
Strong analytical, organizational, and communication skills.
Advanced proficiency in MS Office, particularly Excel and Word.
Intermediate level of English proficiency, with fluency in Ukrainian being essential.
Educational Background: Candidates must have a Bachelor's degree in a relevant field such as Supply Chain Management, Procurement, Business Administration, or Logistics. This educational background is crucial as it provides the foundational knowledge necessary for effective procurement management and compliance with relevant regulations and standards.
Experience: The position requires a minimum of two years of professional experience in procurement, supply chain, or logistics. Candidates should have hands-on experience managing competitive procurement processes, which includes preparing and managing RFQs, ITBs, RFPs, and conducting bid evaluations. Familiarity with donor procurement regulations and compliance requirements is also essential, as is experience with ERP or procurement management systems.
Languages: Fluency in Ukrainian is mandatory for this position, as it is essential for effective communication and compliance with local regulations. Additionally, an intermediate level of English is required to facilitate communication with international stakeholders and to understand donor requirements. Proficiency in other languages may be considered an asset but is not mandatory.
