Job Overview:
The Cash and Voucher Assistant plays a crucial role in supporting the Cash and Voucher Team in the Kharkiv Office, ensuring the smooth execution of daily administrative tasks and operational responsibilities. This position is vital for the effective implementation of cash and voucher programs in Kharkivska and Donetska oblasts, which are under Ukrainian government control. The assistant will be responsible for facilitating communication between the Cash and Voucher Department and other DRC departments, contractors, and local authorities. The role requires a proactive approach to managing the operational tasks associated with cash assistance projects, ensuring that beneficiaries receive timely and adequate support. The Cash and Voucher Assistant will also engage in planning and executing distributions of assistance, contributing to emergency responses, and maintaining accurate records of beneficiary data.

Duties and Responsibilities:
The Cash and Voucher Assistant will have a variety of responsibilities, including but not limited to: assisting in the planning and registration of individuals for cash and non-food item assistance; participating in the distribution of assistance to communities in need; planning and executing humanitarian assistance during emergency responses; collecting and processing data and documentation from field staff; organizing, filing, and safeguarding all beneficiary data both in the field and in the office; ensuring compliance with DRC's standard procedures and guidelines; and maintaining effective communication with team members and stakeholders to facilitate smooth operations.

Required Qualifications:
Candidates must possess a minimum of 1 year of relevant work experience, particularly in administrative roles. Experience in following standard procedures and guidelines is essential, along with fluency in the local language. A strong sense of personal integrity and a commitment to confidentiality and ethical standards are crucial. Proficiency in Microsoft Office applications, Internet Explorer, Outlook/Exchange, and Windows operating systems is required. While communication skills in English are desirable, experience in the Cash and Voucher or NFI sector is also considered an asset. Flexibility and a willingness to travel within Kharkivska and Donetska oblasts are essential for this role.

Educational Background:
The ideal candidate should have completed education or vocational training in business administration or a related field. A Bachelor’s degree or higher in Social Studies, International Development, or another relevant discipline is considered an asset for this position.

Experience:
The position requires at least 1 year of relevant work experience, particularly in administrative tasks. Candidates should demonstrate familiarity with standard operating procedures and guidelines, as well as experience in the Cash and Voucher or NFI sector, which is highly desirable. The ability to work effectively in a fast-paced environment and adapt to changing circumstances is also important.

Languages:
Fluency in the local language is mandatory for this position. Proficiency in English is desirable, as it will facilitate communication with international staff and stakeholders.

The position is based in Kharkiv, with a start date as soon as possible. The employment band is classified as Band I, and salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for national staff.
