Job Overview: The TLP Repayment Associate plays a crucial role in the management of the Travel Loan Program (TLP) within the U.S. Refugee Admissions Program (USRAP). This position is responsible for engaging with TLP participants, who are migrants holding TLP accounts, to address matters related to outstanding debts or loans that have been paid in full. The associate will work under the supervision of the Senior TLP Associate and the Head of USRAP TLP, ensuring that all communications and actions comply with IOM's principles and relevant legal guidelines. The role requires initiating structured outreach calls to participants with overdue accounts, reviewing and entering data accurately, responding to inquiries, and exploring repayment options. The associate must maintain confidentiality and integrity in handling sensitive information while upholding IOM's standards of conduct and protection mainstreaming minimum standards.
Duties and Responsibilities:
Contact TLP participants regarding outstanding debts or paid loans, ensuring compliance with federal, state, and regulatory guidelines.
Conduct outreach calls to participants with overdue accounts, encouraging discussions about repayment options.
Review and accurately enter data into the system, documenting all contact results and relevant notes.
Respond to general inquiries from participants via phone or email.
Explore options with participants to establish fair repayment agreements.
Utilize skip tracing techniques to locate participants for payment negotiations.
Prepare and distribute repayment letters to participants.
Assist participants with questions about the TLP WebPortal and support registration as needed.
Maintain confidentiality and integrity of paperwork in accordance with SOPs and data protection rules. 1
Alert supervisors to any safeguarding or protection concerns and non-compliance with SOPs or legal requirements. 1
Perform additional duties as assigned.
Required Qualifications: Candidates must possess a University Degree from an accredited institution with at least three years of relevant professional experience, or a completed high school diploma with at least five years of relevant experience. Experience in office management, accounting, or bookkeeping is essential, and prior experience in billing and collections is advantageous. Familiarity with the USRAP Travel Loan Program is a distinctive advantage. Knowledge of the Fair Debt Collection Practices Act (FDCPA) is strongly preferred. Proficiency in MS Office applications, particularly Word and Excel, is required. Strong verbal communication skills and the ability to persuade and influence without authority are essential attributes for this role.
Educational Background: The educational requirements for this position include either a University Degree from an accredited academic institution or a completed high school diploma from an accredited institution. Accredited universities are those listed in the UNESCO World Higher Education Database. The educational background should be complemented by relevant professional experience, as outlined in the qualifications section.
Experience: The position requires candidates to have a minimum of three years of relevant professional experience if they hold a University Degree, or five years of relevant experience if they have a high school diploma. Experience in office management, accounting, or bookkeeping is necessary, while experience in billing and collections is considered an advantage. Languages: Fluency in English, both oral and written, is mandatory for this position. Additionally, candidates must demonstrate fluency in Amharic and/or Tigrinya. Additional Notes: The position is a one-year fixed-term contract with a monthly salary of USD 6,714.5
The initial duration of the contract is 12 months, and the selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
