Job Overview:
The TLP Repayment Associate position is integral to the management of the Travel Loan Program (TLP) within the US Refugee Admissions Program (USRAP). The incumbent will work under the direct supervision of the Senior TLP Associate and the overall supervision of the Head of USRAP TLP. The primary responsibility of the TLP Repayment Associate is to engage with TLP Participants, who are migrants holding TLP accounts, regarding their outstanding debts or fully paid loans. This role requires adherence to IOM's principles and compliance with federal, state, and regulatory guidelines. The associate will initiate structured outreach calls to participants with overdue accounts, ensuring that all communications are legally compliant and encouraging discussions about repayment options. The position also involves data entry, responding to inquiries, and maintaining confidentiality and integrity of all relevant paperwork, in line with IOM's Standards of Conduct and data protection rules. The TLP Repayment Associate must demonstrate professionalism, impartiality, and the ability to manage sensitive interactions with participants while upholding the organization's values and standards.

Duties and Responsibilities:
The duties and responsibilities of the TLP Repayment Associate include: initiating outreach calls to TLP Participants with overdue accounts, ensuring compliance with legal guidelines; reviewing and entering data into the system to maintain accuracy and compliance with Standard Operating Procedures (SOPs); responding to general inquiries from participants via phone or email; addressing participants' objections and suggesting financial sources for debt repayment; employing skip tracing techniques to locate parties for negotiation; preparing and distributing repayment letters; assisting participants with questions about the TLP WebPortal; maintaining confidentiality of all paperwork; upholding RMM Protection Mainstreaming Minimum Standards; alerting supervisors to any safeguarding concerns; and performing additional duties as assigned. The associate must also demonstrate a thorough understanding of applicable SOPs and IOM Standards of Conduct.

Required Qualifications:
Candidates must possess a University Degree from an accredited academic institution with at least three years of relevant professional experience, or a completed high school diploma from an accredited academic institution with at least five years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database. Additionally, candidates should have experience in office management, accounting, or bookkeeping, with prior experience in billing and collections being advantageous. Experience with the USRAP Travel Loan Program is considered a distinctive advantage. Strong knowledge of the Fair Debt Collection Practices Act (FDCPA) is highly beneficial, as is proficiency in MS Office applications such as Word and Excel. Candidates should also possess strong verbal communication skills and the ability to persuade and influence effectively without authority.

Educational Background:
The educational background required for the TLP Repayment Associate position includes either a University Degree from an accredited institution or a completed high school diploma. The degree or diploma must be from an institution recognized in the UNESCO World Higher Education Database. The educational qualifications should be complemented by relevant professional experience, as outlined in the required qualifications section.

Experience:
The position requires candidates to have a minimum of three years of relevant professional experience if they hold a University Degree, or five years of relevant professional experience if they have a high school diploma. Experience in office management, accounting, or bookkeeping is essential, and prior experience in billing and collections is advantageous. Additionally, familiarity with the US Refugee Admissions Program (USRAP) Travel Loan Program is a significant asset, as it directly relates to the responsibilities of the role.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Additionally, fluency in Rohingya is required, as the role involves communication with participants who may speak this language. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments.

Additional Notes:
The TLP Repayment Associate position is a one-year fixed-term contract with a monthly salary of USD 6,714.5

• The role is subject to local recruitment, meaning only candidates holding a valid residence and work permit for the United States will be considered. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Any offer made to the candidate is contingent upon funding confirmation.
