Job Overview:
The EpiC Kyrgyzstan Associate Director, Technical will serve as the country-level technical lead for the Global Health Security (GHS) and HIV activities within the EpiC project. This role involves providing management and coordination support for the implementation of the project, ensuring that activities align with country priorities and are well-coordinated with other organizations. The Associate Director will work closely with the EpiC global technical team to provide technical assistance, monitoring, and capacity building for project staff. They will oversee the development of deliverables and reports, ensuring timely and quality submissions. The position requires collaboration with implementing partners and participation in technical thought leadership at both regional and country levels.

Duties and Responsibilities:

• Provide overall technical leadership and assistance in GHS and HIV systems strengthening activities.
• Ensure project activities are aligned with country priorities and coordinated with other organizations.
• Lead the project team in Kyrgyzstan, providing vision, coordination, resource management, and oversight of technical and administrative staff.
• Guarantee the technical and programmatic quality of project work and make necessary adjustments to operations.
• Collaborate with USG representatives to define and adjust annual work plans and implement technical activities.
• Coordinate with other countries’ technical leads and partners on activity implementation and sharing of best practices.
• Monitor and address programmatic issues in a timely manner, keeping senior project management informed.
• Develop annual workplans, ensure smooth program startup and implementation, and track performance against timelines and objectives.
• Work closely with the Finance team to monitor budget performance. 1
• Prepare project progress reports and coordinate responses to programmatic, financial, administrative, and logistics needs. 1
• Contribute to the preparation and submission of materials for academic conferences and publications. 1
• Represent FHI 360 and the project in professional settings and make presentations at meetings. 1
• Perform other duties as assigned.

Required Qualifications:

• Minimum bachelor’s degree in public health, international development, or related field with a focus on infectious disease detection, surveillance, or diagnostics; a master's degree is preferred.
• Experience in GHS and HIV programming is an added advantage.
• Minimum eight years of experience in program management, technical assistance, and capacity building for multi-year international health systems strengthening programs.
• Experience managing USG funding is essential.
• Strong analytical skills and the ability to use data for decision-making.
• Demonstrated experience working independently and managing high-volume workflows.
• Ability to manage projects, set realistic priorities, and plan for successful program implementation.
• Proven ability to establish and maintain productive working relationships with a wide network of partners and stakeholders.
• Ability to work well with others and maintain compatibility among project partners, staff, and recipients of assistance.

Educational Background:
Candidates must possess at least a bachelor’s degree in public health, international development, or a related field, with a strong emphasis on infectious disease detection, surveillance, or diagnostics. A master's degree is preferred and may enhance the candidate's qualifications for the role.

Experience:
The position requires a minimum of eight years of relevant experience in program management, technical assistance, and capacity building, particularly within multi-year international health systems strengthening programs. Experience managing USG funding is also essential, as is the ability to work independently and manage a high volume of work effectively.

Languages:
Fluency in English and Russian is required for this position, while knowledge of Kyrgyz is considered an advantage. This linguistic proficiency is crucial for effective communication with stakeholders and partners in the region.

Additional Notes:
The position involves approximately 50% travel within the Kyrgyz Republic. The salary range for this position starts from USD 27,333.33 to USD 41,000.00, depending on the candidate's years of experience.
