Job Overview:
The consultant will support the Noncommunicable Diseases (NCDs) Unit in the WHO Ukraine Country Office. The primary objective of this consultancy is to enhance the capacity of the primary health care (PHC) network to deliver an integrated package of NCD/CVD services tailored to the needs of populations affected by emergencies, including those displaced and impacted by conflict. Given that NCDs account for 84% of deaths in Ukraine, exacerbated by the ongoing war, this role is critical in addressing the urgent health needs of affected populations. The consultant will work to ensure continuity of NCD services in emergency-affected areas, focusing on integrating NCD care into emergency preparedness and response efforts. The consultant will be responsible for various deliverables aimed at mapping health facilities, training health professionals, and developing educational materials for patients and caregivers.

Duties and Responsibilities:
The consultant will be tasked with several key deliverables, including: 1) Preparing and agreeing on facility selection criteria and mapping approaches with WHO and relevant counterparts by 30 September 202

• 2) Compiling a confirmed list of target PHC facilities in prioritized oblasts by 30 September 202
• 3) Completing facility profiles for selected PHC facilities by 30 September 202
• 4) Preparing a summary report on NCD service capacity gaps and priority support needs by 30 September 202
• 5) Reviewing and finalizing a training package for PHC-based NCD/CVD service delivery by 31 October 202
• 6) Developing a training plan for target PHC facilities by 30 September 202
• 7) Delivering training sessions for PHC teams, aiming to train at least 150 health professionals by the end of the project by 28 February 202
• 8) Preparing training reports after each training round, including participant lists and assessment results, on a monthly basis. 9) Documenting supervision notes for selected PHC facilities monthly. 10) Summarizing equipment needs for selected PHC facilities by 30 September 202
• 11) Providing technical inputs to procurement specifications as required monthly. 12) Maintaining an equipment distribution/use follow-up matrix monthly. 13) Documenting issues affecting equipment use and communicating them to WHO monthly. 14) Drafting a standardized patient and caregiver education package for chronic disease management by 31 December 202
• 15) Finalizing a patient education implementation framework and materials by 31 October 202
• 16) Training PHC teams to deliver structured patient education, contributing to the target of at least 150 trained health professionals by 28 February 202
• 17) Preparing a brief implementation report on the use of patient education materials by 31 December 202
• 18) Providing technical inputs to HPV test procurement and supply planning as required monthly. 19) Preparing a cervical cancer screening implementation note by 31 October 202
• 20) Drafting or adapting screening referral pathway guidance/job aids by 30 January 202
• 21) Providing monitoring updates on HPV test distribution and screening uptake monthly.

Required Qualifications:
Essential qualifications include a First University Degree in medicine, public health, nursing, or a related discipline. Desirable qualifications include postgraduate qualifications in public health, primary health care, family medicine, or a related discipline. The consultant should possess a strong understanding of public health principles and practices, particularly in the context of NCDs and CVDs.

Educational Background:
The educational background required for this position includes a First University Degree in medicine, public health, nursing, or a related discipline. Postgraduate qualifications in relevant fields are desirable, indicating a higher level of expertise and specialization in public health or primary health care.

Experience:
The consultant must have at least 3 years of professional experience in public health, primary health care, or clinical care, with a focus on NCD/CVD prevention, screening, diagnosis, or management. Experience in designing or delivering clinical training for primary health care providers is essential, as is familiarity with PHC facility assessment and mapping, particularly in conflict-affected areas. Additional experience in procurement processes for laboratory and diagnostic equipment, as well as developing patient education materials, is highly valued.

Languages:
A good command of English is essential, along with excellent proficiency in Ukrainian. These language skills are crucial for effective communication with local health authorities, health professionals, and WHO teams.

The consultancy is expected to last for 7 months, starting from 1 September 2026 and ending on 31 March 202

• The total contract value is USD 25,200, with a monthly rate of USD 3,60
• The consultant will be required to travel within Ukraine, including to frontline and conflict-affected areas, and must obtain necessary security" style="border-bottom: 1px dotted #007bff !important;">security training in the first month. Payment will be made monthly upon submission of technical reports and approval from the Unit Lead.
