Job Overview:
The Programme Associate position within WFP focuses on social protection initiatives aimed at reducing vulnerability and enhancing food security in Chad. The successful candidate will provide operational support and analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis for social protection activities, working closely with national institutions and partners. This role is crucial in ensuring the effective implementation of social protection programs, particularly in the context of the joint project with UNICEF, which aims to strengthen national systems and improve resilience among vulnerable populations. The Programme Associate will report directly to the National Programme Officer for Social Protection and will be involved in various aspects of program management, including monitoring progress, coordinating with field offices, and contributing to policy dialogues with government ministries.

Duties and Responsibilities:

• Monitor the implementation of social protection initiatives by national institutions and operational partners, ensuring adherence to annual work plans and budgets, identifying bottlenecks, and proposing corrective measures for effective and timely execution.
• Support resource management and coordinate with field offices to track implementation and resolve operational issues related to social protection activities.
• Assist in technical activities related to the Unified Social Registry (USR) to facilitate its use in routine contexts and crisis responses.
• Contribute to the coordination of the joint WFP-UNICEF project funded by BMZ/KfW, including organizing technical meetings, monitoring field activities, consolidating internal and donor reports, and liaising operationally with implementing partners.
• Engage in technical exchanges with sector ministries (Social Affairs, Planning, Education, Agriculture, etc.) and national institutions, preparing necessary documents, technical notes, and reports for political dialogue.
• Participate in operational coordination with inter-agency working groups, humanitarian and development partners, and support the organization of workshops, missions, donor visits, and high-level meetings.
• Contribute to program performance analysis, poverty and vulnerability studies, and documentation of lessons learned to inform social protection interventions and political dialogue with national institutions and partners.
• Document best practices, prepare information notes, presentations, visibility materials, consolidate analytical reports, and disseminate knowledge products related to social protection interventions.
• Liaise with other internal WFP units to ensure smooth administrative, logistical, and programmatic processes related to social protection activities. 1
• Contribute to the development of concept notes, mission reports, donor reports, briefing documents, and resource mobilization documents related to the social protection portfolio, ensuring quality, coherence, and compliance with WFP requirements. 1
• Represent the Social Protection team in technical groups, meetings, and missions with partners as delegated by the supervisor. 1
• Contribute to the integration of gender equality, protection, disability inclusion, and conflict sensitivity in social protection activities. 1
• Support any necessary activities for the implementation of WFP Chad's social protection portfolio.

Required Qualifications:
Candidates must have completed secondary education, with a university degree (minimum Bachelor's level) in economics, social sciences, public policy, or a related field being an advantage. A minimum of 6 years of experience in implementing social programs or food security initiatives based on cash transfers is required. Proven experience working with government institutions on social policy development or program implementation is essential. Experience in large-scale multisectoral programming with multiple partners is necessary, and prior work experience with WFP or another UN agency is mandatory. Candidates should possess a good understanding of the 2030 Agenda and associated targets, particularly SDGs 1, 2, and 17, and how WFP Chad's interventions contribute to these goals. Familiarity with WFP's mandate, intervention modalities, program and project cycle tools, and implementation, monitoring, and evaluation approaches is expected. Strong analytical skills, both quantitative and qualitative, are required to contribute to data collection, organization, and analysis related to social protection interventions, the USR, and early warning systems. Candidates should be capable of producing high-quality written deliverables, including technical notes, reports, and knowledge products related to the portfolio activities. Strong interpersonal skills, sound judgment, and the ability to work effectively in a multicultural team environment with minimal supervision are essential. Proficiency in necessary IT tools for operational management, activity tracking, data analysis, and technical document production, including WFP platforms such as SCOPE, COMET, and WINGS (SAP), is required.

Educational Background:
Candidates must have completed secondary education, with a university degree (minimum Bachelor's level) in economics, social sciences, public policy, or a related field being an advantage. A higher education qualification is preferred, as it provides a solid foundation for understanding the complexities of social protection and food security initiatives.

Experience:
A minimum of 6 years of relevant experience in implementing social programs or food security initiatives based on cash transfers is required. Candidates should have a proven track record of working with government institutions on social policy development or program implementation, as well as experience in large-scale multisectoral programming with multiple partners. Experience with WFP or another UN agency is mandatory, as it demonstrates familiarity with the operational context and challenges faced in humanitarian assistance.

Languages:
Fluency in French (level C) is mandatory, as it is the primary working language in Chad. Practical knowledge of English (level B) is desirable, as it facilitates communication with international partners and stakeholders. Knowledge of local Arabic is an asset, enhancing engagement with local communities and stakeholders.
