Job Overview:
The Operations Specialist - Ammunition and Weapon Management will play a crucial role in supporting the UNOPS Peace and Security Cluster's efforts in the Central African Republic (CAR). This position is designed for a mid-level professional who will serve as the primary operational and technical focal point for all program activities related to weapons and ammunition management. The specialist will provide expert technical guidance to enhance national capacities in the safe storage, accountability, and management of weapons and ammunition. This includes advising on stockpile safety, security measures, surplus identification, verification procedures, and destruction planning. The role requires close collaboration with national defense and internal security forces, government counterparts, and various UN agencies to ensure effective implementation of WAM activities. The specialist will also be responsible for integrating gender equality and social inclusion perspectives into WAM programming, in line with UNOPS' commitments to diversity and inclusion. The position demands strong operational awareness and the ability to navigate a complex and high-risk environment while adhering to safety and compliance standards.

Duties and Responsibilities:
The key responsibilities of the Operations Specialist include planning and delivering training related to Weapons and Ammunition Management (WAM), ensuring that training design and delivery incorporate gender and social inclusion principles. The specialist will manage and coordinate WAM training sessions, ensuring compliance with approved curricula and safety standards. They will also conduct Quality Assurance and Quality Control (QA/QC) inspections related to WAM activities, verifying compliance with international standards for safe storage and handling of ammunition. Additionally, the specialist will lead risk management assessments in weapons and ammunition storage areas, provide technical advice on rehabilitation of explosive facilities, and contribute to the development of GESI-responsive proposals and national regulatory frameworks. Regular updates on achievements and operational risks will be communicated to the Head of Project Unit, and the specialist will participate in Boards of Inquiry or investigations as needed. The role also involves preparing reports in collaboration with the Programme Officer and carrying out any additional tasks assigned by the Head of Project Unit.

Required Qualifications:
Candidates must possess an Advanced University Degree (Master’s Degree or equivalent) with a minimum of 5 years of relevant experience, or a First Level University Degree (Bachelor’s Degree or equivalent) with at least 7 years of relevant experience. A High School Degree (or equivalent) may be accepted with a minimum of 11 years of relevant experience. Certification in Ammunition Technical Officer or an equivalent qualification meeting IATG 01.90 Level 4 (or higher) competences is required. Relevant experience should include International Relations, Peace and Conflict, Security Studies, Ammunition and Weapons Management, or Project Management. Experience in integrating gender and social inclusion perspectives into technical training is desirable.

Educational Background:
The educational background required for this position includes an Advanced University Degree (Master’s Degree) in a relevant field, or a First Level University Degree (Bachelor’s Degree) with significant experience. A High School Degree may be accepted with extensive relevant experience. Certification in Ammunition Technical Officer or equivalent is mandatory, demonstrating the candidate's expertise in ammunition management and compliance with international standards.

Experience:
The position requires at least 5 years of relevant experience in fields such as International Relations, Peace and Conflict, Security Studies, or Ammunition and Weapons Management. Candidates should have practical experience in ammunition management, including inspection and risk assessment, with a minimum of 2 years in an advisory role. Experience in report writing is essential, and familiarity with gender and social inclusion perspectives in training contexts is preferred.

Languages:
Fluency in English is required, while proficiency in French is desirable. Candidates should be able to communicate effectively in both languages, as they will be working in a multilingual environment and collaborating with various stakeholders.
