Job Overview: The ICLA Team Leader position is a critical role within NRC, focusing on the implementation and management of data collection missions related to community mechanisms for Land, Housing, and Property (LHP) rights. The successful candidate will be responsible for preparing and organizing data collection missions in accordance with the Terms of Reference (ToR). This includes reviewing existing reports and tools related to community mechanisms from 2022 to 2025, conducting individual interviews and group discussions with key informants, and documenting experiences, results, best practices, innovations, challenges, and changes observed during the missions. The role requires a strong analytical mindset to ensure the quality and reliability of the collected information, as well as the ability to identify key lessons and formulate operational recommendations. The ICLA Team Leader will also contribute to the production and finalization of deliverables as outlined in the ToR, ensuring that all tasks are completed efficiently and effectively.
Duties and Responsibilities: The duties and responsibilities of the ICLA Team Leader include: preparing data collection tools such as interview guides, capitalization sheets, and observation grids; organizing meetings with authorities and key informants in various zones; conducting data collection in locations such as Bouar, Baoro, Carnot, Berbérati, Nola, and Kaga-Bandoro; documenting significant cases and collecting testimonies and stories of change; analyzing the functioning and contribution of community mechanisms to the prevention and resolution of LHP conflicts; identifying opportunities for strengthening, sustainability, and institutional recognition of these mechanisms; preparing necessary elements for the production of a capitalization Fact-Sheet; drafting a comprehensive mission report; creating a concise five-page capitalization report; producing a two-page Fact-Sheet; compiling a collection of success stories, with one story per visited locality; developing a comparative table of key results by area; integrating feedback and comments from NRC and submitting final versions of deliverables within agreed timelines.
Required Qualifications: The position requires a minimum of a Bac+3 level university degree in Law, Social Sciences, Governance, Development, or a relevant field. Candidates must have at least five years of relevant professional experience, demonstrating a strong background in conducting capitalization missions, evaluations, or project documentation. Experience in the field of Land, Housing, and Property (LHP) is essential, along with solid skills in data collection, analysis, and synthesis of qualitative data. Excellent writing skills in French are required, and prior experience in the humanitarian or development sector is preferred. A good understanding of the Central African context is also necessary, and previous experience with NRC/ICLA and community mechanisms related to LHP will be a significant advantage.
