Job Overview:
The position of Consultant International Chargé de la Logistique et des Achats du Bureau is crucial for the effective implementation of procurement, logistics, and contracting services within the Central African Republic (CAR) office. The primary objective of this role is to ensure the smooth operation of logistics and procurement services, which are vital for the successful execution of health programs and initiatives in the region. The consultant will support the country office in adhering to organizational policies and procedures, ensuring compliance with regulations, and facilitating efficient resource management. This role requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to achieve the organization's goals.

Duties and Responsibilities:
The consultant will be responsible for advising the WHO Country Office on procurement decisions, coordinating the preparation and submission of procurement plans, and ensuring that these plans align with organizational priorities. They will monitor the implementation of procurement plans, assess requests from technical units and partners, and provide guidance on compliance with organizational rules. The consultant will manage procurement resources, maintain a database of pre-qualified suppliers, and oversee all procurement, logistics, and contractual activities using the GSM Oracle system and other procurement tools. Regular communication with the regional contracts and procurement service is essential, as is ensuring timely customs clearance and tax exemption for ordered items. The consultant will also analyze supplier performance and ensure adherence to travel policies, among other related tasks.

Required Qualifications:
Candidates must possess a Bachelor's degree in logistics management, public administration, or business management from an accredited institution. A professional qualification in areas such as transport, distribution, or supply chain management is desirable. Additionally, training in information management systems related to logistics and procurement is beneficial. Candidates should demonstrate strong organizational and analytical skills, with the ability to coordinate multiple activities effectively and negotiate with officials diplomatically.

Educational Background:
A Bachelor's degree in logistics management, public administration, or business management is essential. The degree must be obtained from an accredited or recognized institution. A professional certification in logistics, transport, or supply chain management is preferred, along with training in information management systems applicable to logistics and procurement.

Experience:
Candidates should have at least two years of experience in logistics management and procurement operations at both national and international levels, particularly in emergency operations and humanitarian support. Experience with WHO/UN agencies, health sector partners, or recognized international humanitarian organizations is desirable. Knowledge of customs administration and import/export processes is also beneficial.

Languages:
Fluency in French is required, along with practical knowledge of English. Proficiency in additional languages may be an advantage.

The consultancy is expected to last for a maximum of six months, with potential travel within the country during the contract period. The consultant will be recruited at the P2 grade of the WHO's international consultant fee scale.
