Job Overview:
The position of Data Analyst at the WHO in the Central African Republic focuses on supporting the management, analysis, and strategic use of vaccination data to enhance immunization program performance. The Data Analyst will play a crucial role in monitoring vaccination coverage indicators, ensuring data quality, identifying under-vaccinated populations, and facilitating data-driven decision-making. This role is vital for improving the effectiveness of vaccination programs and ensuring that health interventions are based on reliable data. The Data Analyst will work closely with various stakeholders, including government agencies and health organizations, to ensure that vaccination data is accurately collected, analyzed, and utilized for program improvement.

Duties and Responsibilities:

• Data Management and Analysis: Collect, clean, consolidate, and analyze vaccination data; analyze performance indicators; monitor trends and vaccination equity; conduct geospatial analyses.
• Data Quality: Ensure data quality through rigorous checks; conduct data quality assessments (DQA); develop monitoring tools.
• Reporting and Visualization: Create interactive dashboards; produce periodic reports; develop analytical materials.
• Decision Support: Provide strategic analysis; participate in performance reviews; monitor action plans.
• Capacity Building: Provide training and technical support; promote a culture of data use; develop guidelines and procedures; contribute to innovation initiatives. Expected outcomes include reliable and consolidated data availability, regular performance analysis, identification of vaccination inequalities, ongoing data quality improvements, enhanced decision-making tools, and a strengthened culture of data-driven decision-making.

Required Qualifications:
Essential qualifications include a Bachelor's degree in Statistics, Biostatistics, Data Science, Epidemiology, Public Health, Health Informatics, Applied Mathematics, or Health Information Systems. Desirable qualifications include additional training in vaccination program management, health information systems, geospatial analysis, monitoring and evaluation, and operational research in public health. Candidates should demonstrate strong analytical skills, proficiency in data management tools, and a commitment to improving health outcomes through data-driven approaches.

Educational Background:
Candidates must hold at least a Bachelor's degree in a relevant field such as Statistics, Biostatistics, Data Science, Epidemiology, Public Health, Health Informatics, Applied Mathematics, or Health Information Systems. Additional training in related areas such as vaccination program management or health information systems is desirable and can enhance a candidate's profile.

Experience:
Candidates should have a minimum of five years of experience in data analysis, quality review, and action plan development in field operations, government institutions, or regional/international organizations. Experience in analyzing epidemiological databases or health data quality assessment is essential. At least three years of experience in routine vaccination, supplementary vaccination activities, epidemiological surveillance, and control of vaccine-preventable diseases is required. Familiarity with national health information systems, particularly DHIS2, and understanding of WHO/AFRO practices regarding data quality strategies are also necessary. Desirable experience includes working with organizations such as WHO, UNICEF, Gavi, CDC, and health ministries, as well as participation in data quality assessments and vaccination coverage surveys.

Languages:
Fluency in French is mandatory for this position. Practical knowledge of English is desirable and can be beneficial for communication and collaboration in an international context.

Additional Notes:
The duration of the consultancy is a maximum of 12 months, with the possibility of travel within the country during the contract period. The consultant will be recruited at the P3 grade of the WHO's international consultant fee scale.
