Job Overview:
The Risk & Compliance Team Leader position at NRC in the Central African Republic is crucial for maintaining the integrity and effectiveness of the organization's risk management systems. This role involves providing technical and operational support to ensure that NRC RCA adheres to its risk management policies, documentation archiving, and audit preparedness throughout a transitional period. Duties and Responsibilities:
  • Update and monitor the Risk Register: Regularly review the Risk Register in collaboration with risk owners, facilitate updates of identified risks, their criticality levels, mitigation measures, and designated responsible parties. Ensure follow-up on priority mitigation actions and report any significant delays or residual risks to the relevant hierarchy. Prepare necessary information and analyses for periodic risk reviews with the Country Management Group (CMG) and/or relevant governance bodies. Maintain a consolidated, up-to-date, and properly documented version of the Risk Register.
  • Finalize and implement the Mission Archiving Plan (2020-2024): Complete the Archiving Plan covering the period 2020-2024, establish and/or update the inventory of relevant documents, classify, organize, and secure physical and electronic archives in accordance with NRC's policies and procedures. Implement the archiving plan and monitor its progress, ensuring traceability, accessibility, and proper preservation of archived documents. Document progress made, challenges encountered, and actions remaining to be undertaken.
  • Facilitate the SOLID DUE audit and other audits: Coordinate the SOLID DUE audit with relevant departments and the NRC office in Yaoundé. Organize and provide the required supporting documentation for audits, follow up on queries, document exchanges, and information requests from auditors and relevant stakeholders. Maintain an updated matrix for tracking documents and requests related to audits. Support the preparation, coordination, and facilitation of other audits scheduled during the consultation period, and ensure follow-up on audit recommendations and action plans within the mission's scope.
  • Support institutional transition management: Assist in the transfer of documents, tools, and files related to risk and compliance to NRC Cameroon. Contribute to risk assessments related to the transition process and support compliance monitoring associated with NRC RCA's integration into NRC Cameroon. Prepare and consolidate the handover file related to Risk & Compliance activities.
  • Other responsibilities: Execute any other tasks compatible with the objectives of the position as assigned by the supervisor. Provide cross-cutting support to risk management, compliance, internal control, audit, and governance initiatives as needed by NRC's operational requirements. Contribute to any activities deemed necessary to ensure continuity of operations and achievement of organizational objectives during the mission period.

Required Qualifications:
A university degree (Bachelor's or Master's) in Audit, Finance, Risk Management, Internal Control, Information Management, Archiving, or a relevant field. A minimum of three (3) years of relevant experience in risk management, compliance, audit, internal control, or document management. Demonstrated experience in preparing and facilitating audits as well as in following up on audit recommendations. Experience in managing, classifying, and archiving physical and electronic documents in accordance with institutional standards. Strong analytical, writing, organizational, and coordination skills. Proven ability to follow up on action plans and produce quality reports within deadlines. High sense of confidentiality, integrity, and professional accountability. Ability to work in a multicultural environment, under pressure, and with a high degree of autonomy. Good knowledge of compliance standards, governance, risk management, and donor requirements is highly desirable.

Educational Background:
The position requires a university degree, either a Bachelor's or Master's degree, in fields such as Audit, Finance, Risk Management, Internal Control, Information Management, Archiving, or other relevant disciplines. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively manage risks and compliance within the organization.

Experience:
Candidates should have a minimum of three (3) years of relevant experience in areas such as risk management, compliance, audit, internal control, or document management. This experience should include demonstrated capabilities in preparing and facilitating audits, as well as effectively following up on audit recommendations.
