Job Overview: The Finance Officer position at IOM Central African Republic (CAR) involves supporting and coordinating the budgetary and financial functions of the Country Office (CO). The role requires close collaboration with the Head of Resources Management, the Regional Office for West and Central Africa, and the Department of Financial and Administrative Management at Headquarters. The Finance Officer will be responsible for monitoring and overseeing financial management for all activities in the CO, ensuring compliance with IOM’s policies and procedures, and providing technical support to Programme/Project Managers throughout the project cycle. This position is crucial for maintaining accurate financial records, preparing financial reports, and assisting in the preparation of annual budgets for the CO and new programmes/projects. The Finance Officer will also supervise the Finance Unit’s staff and support the RMO/SRMO in various administrative management functions.
Duties and Responsibilities: The Finance Officer will undertake a variety of duties, including but not limited to: supporting the Resources Management Officer in monitoring financial management; conducting preliminary analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis of programmes/projects; ensuring compliance with IOM’s financial rules and regulations; maintaining accurate financial records; assisting in the preparation of annual budgets; coordinating and preparing financial reports; liaising with relevant units at Headquarters and the Regional Office; supervising the Finance Unit’s staff; forecasting cash flows; making recommendations for procedural improvements; facilitating financial audits; and performing other duties as assigned. The role requires a proactive approach to financial oversight and the ability to provide technical inputs for reports on the financial situation of the CO.
Required Qualifications: Candidates must possess a Master’s degree in Accounting, Business Administration, or a related field from an accredited academic institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant professional experience is acceptable. Professional certification as a Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is advantageous. Candidates should have experience in accounting, financial management, and reporting, as well as familiarity with international institutions and internal control assessments.
Educational Background: The educational background required for this position includes a Master’s degree in Accounting, Business Administration, or a related field from an accredited institution. Candidates with a University degree in these fields must have additional relevant professional experience to qualify. Accreditation from recognized universities listed in the UNESCO World Higher Education Database is essential for the educational qualifications.
Experience: The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they have a University degree. Experience should include accounting, financial management, and reporting, as well as preparing clear and concise financial and management reports. Familiarity with internal control assessments and previous work experience in emergency operations or within the region is considered an advantage.
Languages: Fluency in English and French is required for this position, both oral and written. Additionally, a working knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) is advantageous. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is internationally recruited, and candidates are required to be mobile.
