This role is funded for a duration of 45 working days under the HISWACA regional project, which aims to ensure local ownership and national appropriation of the process. The consultant will work closely with an international expert to ensure that the national roadmap complies with the regional standards set by CEMAC (Economic and Monetary Community of Central Africa) and aligns perfectly with the National Development Plan (PND) for 2024-202
The consultant's work will involve refining activities, timelines, and budgets, as well as conducting a thorough situational analysis to inform the roadmap's development.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including refining the activities, timelines, and budgets of the draft roadmap developed during the workshop in Bangui. They will deepen the situational analysis by completing standardized templates for the diagnostic analysis of the national system. The consultant will utilize the CRVS Costing Tool to produce a detailed and realistic budget forecast. Additionally, they will develop an integrated communication plan that addresses behavior change, advocacy, and social norms. Organizing stakeholder meetings with representatives from health, justice, INS (National Institute of Statistics), and civil society will be essential to validate the proposed activities. The consultant will also collaborate closely with the international consultant to ensure interoperability and regional comparability of the roadmap.
Required Qualifications: Candidates must possess a strong background in public health, social sciences, or a related field. They should have proven experience in project management, particularly in the context of health systems strengthening and national development planning. Familiarity with the CEMAC standards and the national development framework of the Central African Republic is highly desirable. Strong analytical skills and the ability to work collaboratively with diverse stakeholders are essential for this role.
Educational Background: A minimum of a bachelor's degree in public health, social sciences, or a related discipline is required. A master's degree in a relevant field would be an advantage, as it demonstrates a higher level of expertise and understanding of complex health and development issues.
Experience: The ideal candidate should have at least 5 years of relevant experience in public health consulting, project management, or a similar role. Experience working with international organizations, particularly in the context of the Central African Republic or similar settings, is highly valued.
