Job Overview:
The Fullstack IT National Expert will play a crucial role in the development of the Open Public Information Platform as part of the OSCE's Extra-Budgetary project 'Platform for Environment and Climate Engagement (PEaCE)'. This position requires a highly skilled individual who can design, build, test, and deploy a comprehensive digital platform that meets the needs of various stakeholders, including governmental bodies and the general public. The expert will ensure that the platform is user-friendly, secure, and compliant with technical specifications while also focusing on accessibility for women and youth. The successful candidate will work closely with the OSCE and the National Center for Climate Change (NCCC) to create a unified digital architecture that facilitates the sharing of environmental data and green practices.

Duties and Responsibilities:
The successful candidate will be responsible for a range of tasks, including:
  • Conducting a technical review of the project specifications and collaborating with stakeholders to prepare the system architecture and UI/UX design.
  • Developing the platform's frontend, backend, and database, ensuring that all functional modules and administrative interfaces are integrated effectively.
  • Configuring databases, user management systems, and APIs as outlined in the technical specifications, including integration with the State Interagency Integration Platform.
  • Implementing cybersecurity measures and conducting thorough testing to ensure the platform meets all performance and security requirements.
  • Deploying the platform on the designated infrastructure and providing technical support during the transition to production.
  • Preparing comprehensive documentation in Russian, delivering training to users and administrators, and ensuring a smooth handover of all materials and source code to the beneficiary.

Required Qualifications:
Candidates must possess a university degree in Computer Science, Software Engineering, Information Systems, Information Technology, or a closely related field. Additionally, a minimum of 5 years of hands-on experience in full-stack web application development and deploying enterprise-grade digital platforms is required. Proficiency in backend technologies such as Python (Django) or Go (Golang) is essential, along with strong frontend skills in React, Next.js, or Vue.js. Experience managing PostgreSQL, OpenSearch, and MinIO object storage in virtualized environments is also necessary. Familiarity with Uzbek national information security standards and public sector data systems is highly desirable, as is a strong understanding of data governance frameworks.

Educational Background:
A Bachelor's degree or higher in a relevant field such as Computer Science, Software Engineering, or Information Technology is required for this position. This educational background should provide the foundational knowledge necessary for the technical aspects of the role, including software development, system architecture, and information security.

Experience:
The ideal candidate should have at least 5 years of proven experience in full-stack web application development. This experience should include working on enterprise-grade digital platforms, demonstrating a strong understanding of both frontend and backend technologies. Candidates should also have experience in managing databases and ensuring compliance with security standards, particularly in a governmental or public sector context.

Languages:
Proficiency in Uzbek and Russian is mandatory, as the documentation and training will be conducted in these languages. Adequate proficiency in English is also required to understand international technical documentation and standards. Experience in developing multilingual web interfaces is a plus, particularly with support for dynamic language switching and content management workflows.

Additional Notes:
This position is offered as a Special Service Agreement (SSA) and is classified at the National Professional level (NP2). The role is full-time and is expected to be short-term, with the duration of the assignment to be discussed upon selection.
