Job Overview:
The primary objective of this position is to ensure the official representation of Solidarités International in Chad, engaging with authorities, financial partners, and other humanitarian actors while overseeing the smooth operation of activities within the country. The role requires a commitment to the safety of team members and adherence to SI's internal procedures and legal frameworks. The successful candidate will contribute to the development of mission strategies and new project proposals, ensuring effective implementation of programs and compliance with established strategies. The position also involves navigating a volatile security" style="border-bottom: 1px dotted #007bff !important;">security context, particularly in the Lac and East regions, and addressing significant administrative constraints that may hinder operations. The first few months will focus on structuring the mission, enhancing security measures, and fostering inter-departmental communication.

Duties and Responsibilities:
  • Officially represent Solidarités International in Chad to authorities, financial partners, and humanitarian actors.
  • Ensure the safety of teams and compliance with SI's internal procedures and legal frameworks.
  • Contribute to the development of mission strategies and new project proposals.
  • Oversee the implementation of programs and adherence to defined strategies.
  • Address security challenges in the Lac and East regions, including potential refugee influxes.
  • Manage significant administrative constraints that may impact activities.
  • Coordinate with technical teams based in Yaoundé while overseeing operations in Chad, Cameroon, and the Central African Republic.
  • Engage with donors and develop new project proposals.

  • Open new operational bases as needed and develop training plans for national teams.

Required Qualifications:
  • Master’s degree (Bac + 5) in humanitarian project management, international relations, public policy, or a relevant field.
  • Minimum of 5 years of experience in the humanitarian sector.
  • 0-2 years of experience in a similar position.
  • Strong strategic and financial management skills.
  • Proven ability to manage security effectively.
  • Experience in representing organizations to donors and authorities.
  • Strong team management and organizational skills.
  • Ability to adapt and multitask in a high-stress environment.

Educational Background:
Candidates must possess a Master’s degree (Bac + 5) in fields such as humanitarian project management, international relations, public policy, or any other relevant area that supports the responsibilities of the position.

Experience:
The position requires a minimum of 5 years of experience in the humanitarian sector, with 0-2 years in a similar role. This experience should demonstrate the candidate's ability to manage complex operations and navigate challenging environments effectively.

Languages:
Fluency in French and English is mandatory for this position. Knowledge of Arabic is considered an asset, enhancing communication capabilities in the region.

Additional Notes:
The position is a salaried role with a starting gross salary of EUR 3,740 per month, which includes a base salary of EUR 3,400 plus a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of 600 CFA francs is provided. SI covers housing costs and travel expenses between the expatriate's home country and the assignment location. The organization implements a work and leave rotation system, allowing for 7 working days off every three months, with an additional day of rest for each month worked. Expatriates receive comprehensive health insurance covering medical, surgical, dental, and ophthalmological expenses, as well as repatriation costs. Vaccination and malaria treatment costs are reimbursed. Living conditions in N'Djamena are described as pleasant, with access to restaurants, bars, and leisure activities, and minimal security restrictions in the capital.
