Job Overview:
The position of Adjoint·e Chef de bureau Régional RESILAC – Référent·e Support et Conformité is crucial for the successful implementation of the RESILAC program, which aims to enhance resilience and socio-economic recovery in the Lake Chad Basin. The role involves overseeing financial management, operational HR monitoring, and ensuring compliance with donor regulations and legal frameworks. The incumbent will coordinate with various stakeholders, including local authorities and civil society, to ensure that the program meets its objectives while adapting to the dynamic context of the region. This position requires a proactive approach to problem-solving and the ability to navigate complex challenges in a humanitarian setting, ensuring that the program remains responsive and effective in addressing the needs of the communities served.

Duties and Responsibilities:
The primary responsibilities of the Adjoint·e Chef de bureau Régional include:
  • Managing all financial aspects of the RESILAC program, ensuring accurate budgeting and reporting.
  • Coordinating logistical and contractual aspects with all program partners, ensuring compliance with donor requirements.
  • Facilitating the understanding and implementation of donor compliance rules among project stakeholders.
  • Supporting the evolution of the program's HR organization, contributing to capacity building and development.
  • Supervising the support functions of the regional office, ensuring efficient operations.
  • Leading and mentoring the support team at the regional office, fostering a collaborative and productive work environment.

Required Qualifications:
Candidates must possess a Bac+5 degree in Financial Management, Control, or Administration. They should have substantial experience in financial management within an NGO or similar humanitarian context. Experience in managing multi-country projects or consortia is highly desirable, along with a background in logistics or HR. Proven experience with institutional donors, particularly AFD and EU, is essential. Strong leadership skills and the ability to build capacity within teams are required, as well as excellent communication and diplomatic skills to manage conflicts and foster consensus.

Educational Background:
A minimum of a Bac+5 degree in a relevant field such as Financial Management, Control, or Administration is required for this position. This educational background ensures that the candidate has the necessary theoretical knowledge and practical skills to manage complex financial and operational tasks effectively.

Experience:
Candidates should have significant experience in financial management roles within NGOs, particularly in humanitarian or development contexts. Experience in managing large-scale projects or consortia across multiple countries is preferred. Familiarity with donor regulations and compliance is crucial, as is experience in human resources and logistics management.

Languages:
Fluency in both English and French, both written and spoken, is mandatory for this position, as these are the working languages. Knowledge of local languages or dialects in the region would be considered an asset, enhancing communication with local stakeholders and communities.

Additional Notes:
This position is offered on a fixed-term contract of 24 months under French law. The gross monthly salary ranges from €2899 to €3376, depending on experience, and includes a 13th-month salary. Additional benefits include a €200 expertise bonus, a regional bonus of €148, and a 16% reimbursement of gross monthly salary for retirement insurance for non-French residents. Salary increases by 6% every 12 months of continuous contract. Monthly per diem and living expenses amount to €552 net, along with a monthly context allowance of €30
  • Child allowance is €1500 per year per child present in the home country, with a cap of €6000 per year. Transport and housing provisions include individual housing and associated costs, with a monthly allowance of 700,000 XAF. Medical coverage includes 100% reimbursement for health insurance and medical expenses, extending up to one month after contract termination. The organization also provides support for salary maintenance during illness, maternity, and paternity leave. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days, with travel expenses covered for breaks.
