The organization focuses on addressing urgent crises such as nutritional emergencies, natural disasters, and epidemics, aiming to reduce mortality and morbidity rates. ACF implements a long-term strategy in the Sahel region, which includes resilience-building initiatives to lower the vulnerability of populations in this area. In 2023, ACF is active in 7 provinces of Chad, including Kanem, Bar El Gazal, Lac, Logone Oriental, Ouadaï, Dar Sila, and Hadjer Lamis. The organization runs 13 programs that tackle the multifaceted causes of malnutrition through multisectoral projects, including nutrition, health, WASH (Water, Sanitation, and Hygiene), mental health, disaster risk management, and advocacy. ACF collaborates with various institutional donors such as ECHO, AFD, GIZ, GAC, BHA, SIDA, UNICEF, and GFO to achieve its objectives in these regions.
Job Overview: The position of Responsable de Département Nutrition Santé involves defining strategies and coordinating ACF's interventions in Chad related to health and nutrition. The role is supervised by the Deputy CountryDirector - Programs. The main responsibilities include designing, capitalizing, and evaluating nutritional and health interventions, as well as advocacy actions within the sector. The individual will oversee and coordinate programs in nutrition and health, manage the Nutrition Health team in the capital, and ensure functional management of the Nutrition Health Program Managers at the field bases. Additionally, the role requires developing and animating programs and advocacy in partnership with national and local stakeholders, as well as representing ACF and advocating for its positions in health and nutrition.
Duties and Responsibilities:
Design, capitalize, and evaluate nutritional and health interventions and advocacy actions in the sector.
Monitor and coordinate programs in nutrition and health.
Manage the Nutrition Health team in the capital, including one deputy, and ensure functional management of Nutrition Health Program Managers at field bases.
Develop and animate programs and advocacy in collaboration with national and local actors.
Represent Action contre la Faim and advocate for its positions in health and nutrition.
Ensure effective communication and collaboration with stakeholders, including donors and partners.
Analyze and report on program outcomes and impacts, making recommendations for improvements.
Participate in the development of funding proposals and reports for donors. 1
Engage in capacity building and training of staff and partners in nutrition and health-related topics.
Required Qualifications: Candidates must hold a higher education degree in health or nutrition, with initial training as a doctor or nurse. A minimum of 3 years of experience in the international humanitarian sector is required. Candidates should have a solid understanding of malnutrition management protocols and proven experience in supporting, managing, and developing the skills of technical teams. Strong coordination, planning, and program monitoring skills at the national level are essential, along with external representation and partnership development capabilities. Candidates should demonstrate rigor, autonomy, and a proactive approach, with excellent analytical, writing, synthesis, and problem-solving skills.
Educational Background: The educational background required for this position includes a higher education degree in health or nutrition. Candidates with initial training as a medical doctor or nurse are preferred, as this provides the necessary clinical knowledge and understanding of health and nutrition issues.
Experience: The position requires at least 3 years of experience in the international humanitarian sector. This experience should include working in nutrition and health programs, with a focus on managing teams and coordinating interventions. Candidates should have a proven track record of working in challenging environments and managing complex projects.
Languages: Fluency in French, both spoken and written, is mandatory for this position. Proficiency in English is considered an additional asset, enhancing communication with international stakeholders and partners.
Additional Notes: The employment conditions include a fixed-term contract under French law for 12 months. The gross monthly salary ranges from €2597 to €2968, depending on experience, and includes a 13th-month salary. Non-French citizens are entitled to a retirement insurance reimbursement of 16% of the gross monthly salary. There is a 6% increase in the base salary every 12 months of continuous contract. Monthly per diem and living expenses amount to €838 net, paid on the ground. Additional allowances include €150 per month for contextual needs and €1500 per year for each child present in the home country (with a ceiling of €6000/year). Transport and accommodation are provided, covering travel and collective housing. Medical coverage includes 100% of health insurance contributions and medical expenses, extending up to one month after the end of the contract. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days per year, with travel costs covered to the chosen break zone and a flat allowance of €215 per RnR.
