Job Overview:
The UN Partnerships Officer position is situated within the United Nations Resident Coordination Office (RCO) in N'Djamena, Chad. The role is pivotal in providing strategic support for the development and coordination of partnerships aimed at achieving the Sustainable Development Goals (SDGs). The officer will work closely with the Resident Coordinator and the UN Country Team (UNCT) to implement the UN Partnership Strategy, ensuring alignment with national priorities and the UN Sustainable Development Cooperation Framework. The officer will facilitate collaboration among various stakeholders, including government entities, civil society, and the private sector, to enhance the effectiveness of partnerships and resource mobilization initiatives. This position requires a proactive approach to identifying opportunities for collaboration and addressing challenges in partnership development, with a focus on innovative solutions that drive sustainable development outcomes.

Duties and Responsibilities:
The Partnerships Officer will be responsible for a range of duties, including:
  • Providing substantive support for strategic planning and coordination of UNCT partnerships with civil society and the private sector to achieve SDGs.
  • Advising on the development and implementation of the UN Partnership Strategy in alignment with national priorities.
  • Supporting the establishment of working groups for effective implementation and monitoring of partnership strategies.
  • Liaising with UN entities at various levels to define value propositions for local partnerships.
  • Building strong relationships with key development partners, including government ministries and private sector actors.
  • Identifying risks and opportunities related to partnerships and suggesting mitigation measures.
  • Supporting resource mobilization initiatives and managing pooled funds for the UN Sustainable Development Cooperation Framework.
  • Collaborating with finance experts to promote partnerships that support financing for SDGs.
  • Contributing to knowledge management and capacity development related to partnerships and resource mobilization.

Required Qualifications:
Candidates must possess a minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, and resource mobilization in the context of development cooperation. Experience in developing strategic partnerships across government, private sector, and civil society organizations is essential. Candidates should also have experience in designing and implementing partnerships, as well as resource mobilization strategies. Familiarity with UN interagency coordination and knowledge management in development cooperation is desirable. Experience in applied partnerships in areas such as food systems, digital transformation, and climate action is also beneficial.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of degree and non-degree programs in data analytics, business analytics, or data science is an advantage.

Experience:
The position requires a minimum of five years of relevant experience in strategic support to partnerships, project/programme management, and resource mobilization. Candidates should have a proven track record in developing strategic partnerships and implementing resource mobilization strategies. Experience in promoting gender equality, youth participation, and inclusion of persons with disabilities is desirable. Familiarity with UN interagency coordination and knowledge management is also beneficial.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in French and Arabic is required, with a minimum level of proficiency in reading, writing, listening, and speaking according to the UN Language Framework.

Additional Notes:
This is a fixed-term position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open to nationals of Chad, and candidates must be recruited within the country or commuting distance of the office.
