Job Overview:
The Programme Analyst will play a crucial role in supporting the implementation of the 'Vida Nova no Morro' project, which aims to enhance sustainable urban development in informal settlements in Niterói. This position requires close collaboration with UN-Habitat’s operational and technical teams, ensuring that project activities align with established objectives and outputs. The Programme Analyst will be responsible for providing technical and operational support, facilitating communication and engagement with stakeholders, and contributing to data collection and analysis to inform decision-making. The role also involves organizing training and participatory processes, ensuring inclusivity, and documenting project activities to capture lessons learned and best practices. The Programme Analyst will report to the Head of the Brazil Office and will be evaluated based on their contributions to the project.

Duties and Responsibilities:
The Programme Analyst will have a comprehensive set of responsibilities, including: 1) Providing technical and operational support for project activities, ensuring alignment with objectives; 2) Supporting key project activities such as communication campaigns, capacity-building initiatives, and data management; 3) Organizing and delivering trainings, workshops, and consultations with a focus on inclusivity; 4) Contributing to data collection and analysis for evidence-based decision-making; 5) Engaging with stakeholders, including government counterparts and civil society; 6) Providing logistical support for meetings and events; 7) Monitoring project activities and tracking deliverables; 8) Identifying risks and challenges, and developing mitigation measures; 9) Documenting project activities and ensuring accessibility of information; 10) Supervising consultants and reviewing their deliverables; 11) Participating in meetings and events as required; 12) Completing required training courses, including the BSAFE security" style="border-bottom: 1px dotted #007bff !important;">security course.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Architecture and Urbanism, Geography, Law, Administration, Social Sciences, or related fields. Alternatively, candidates with an additional three years of relevant experience beyond the educational requirement will also be considered. A postgraduate degree in relevant fields is desirable. Candidates should have a minimum of four years of experience in sustainable urban development projects in Brazil, with additional experience in informal settlements, community engagement, project management, and local government interactions being advantageous. Familiarity with international development agendas and previous experience with the United Nations System are also desirable qualifications.

Educational Background:
A Bachelor’s degree in relevant fields such as Architecture and Urbanism, Geography, Law, Administration, or Social Sciences is required. A postgraduate degree (Lato Sensu or Stricto Sensu) in Architecture and Urbanism, Urban Planning, Geography, Project Management, or related fields is considered desirable, enhancing the candidate's qualifications for the role.

Experience:
The position requires a minimum of four years of experience in sustainable urban development projects specifically within Brazil. Candidates should have experience working with informal settlements and engaging with communities. Experience in project management, local government operations, and public policy development is also desirable. Familiarity with international development agendas and previous work with the United Nations System will be beneficial for applicants.

Languages:
Fluency in Portuguese is mandatory for this position, as it is essential for effective communication within the local context. Working knowledge of English is desirable, as English and French are the working languages of the United Nations Secretariat. Knowledge of Spanish is also beneficial, particularly given the regional focus of the office.

Additional Notes:
The contract for this position is classified as LICA under UNOPS, with a duration of ten months and the possibility of extension based on performance and availability of funds. The consultant will be responsible for their own security and must familiarize themselves with United Nations security mechanisms. The position is open to nationals from Brazil or external candidates holding a permanent visa in Brazil. The consultant must be available for travel related to project activities, with travel coordinated and financed by UN-Habitat according to United Nations travel guidelines.
