Job Overview:
The Programme Analyst will play a crucial role in supporting the implementation of UN-Habitat's projects in Brazil. This position involves close collaboration with operational and technical teams to ensure that projects are executed effectively and meet established deadlines, budgets, and quality standards. The Programme Analyst will assist in project planning, implementation, and risk management, providing strategic guidance on localizing international development agendas such as the 2030 Sustainable Development Agenda and the New Urban Agenda. The role requires a proactive approach to identifying and addressing challenges that may arise during project execution, ensuring alignment with UN-Habitat's quality expectations and operational procedures. The Programme Analyst will also represent UN-Habitat in various forums and meetings, strengthening the organization's presence and partnerships in Brazil.

Duties and Responsibilities:
The Programme Analyst will be responsible for a wide range of duties, including:
  • Supporting the Programme and Institutional Relations Manager in project follow-up and implementation.
  • Assisting in the review of work plans and periodic narrative progress reports.
  • Collaborating with project coordinators to plan and implement project activities.
  • Performing technical, administrative, and management tasks to ensure projects meet deadlines, budgets, and quality standards.
  • Providing support for project management regarding documentation and archiving of project activities.
  • Anticipating and mitigating project risks, including identifying gaps and challenges.
  • Ensuring technical activities align with the quality expectations of UN-Habitat and its counterparts.
  • Offering strategic guidance on localizing international development agendas.
  • Supporting the identification and follow-up of strategic partnerships relevant to UN-Habitat’s mandate. 1
  • Attending meetings and conferences to strengthen UN-Habitat’s positioning in Brazil. 1
  • Documenting expert group meetings and preparing reports for stakeholders. 1
  • Undertaking additional responsibilities as requested by the supervisor, including completing required training courses.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Public Administration, International Relations, Social Sciences, Architecture and Urbanism, Geography, Economics, or related fields. Alternatively, candidates with an additional five years of relevant experience beyond the educational requirement will also be considered. A postgraduate degree in Project Management, Urban Studies, Public Administration, Public Policy, Data Science, Information Technology, or related fields is desirable. Candidates should demonstrate strong project management skills and a solid understanding of urban development issues.

Educational Background:
A Bachelor’s degree in relevant fields is required, with a preference for candidates holding a postgraduate degree. The educational background should reflect a strong foundation in public administration, urban studies, or related disciplines, equipping candidates with the necessary knowledge to address complex urban challenges.

Experience:
A minimum of four years of progressively responsible professional experience in project or programme management related to urban, sustainable, or social development in Brazil is required. Candidates should have experience in urban planning and management, public policies, and public administration. Familiarity with digital tools and data visualization is desirable, as is previous experience within the UN System.

Languages:
Fluency in Portuguese and English is required for this position, as these are the primary working languages. A working knowledge of Spanish is considered desirable, given the regional context and the language dynamics within UN-Habitat's operations.

Additional Notes:
The contract is for a duration of six months, with the possibility of renewal based on performance and availability of funds. The position is local, and only nationals from Brazil or candidates with a permanent visa in Brazil may apply. The consultant will be responsible for their own security" style="border-bottom: 1px dotted #007bff !important;">security and must comply with United Nations security mechanisms. Travel may be required for project-related activities, and all missions will be coordinated and financed by UN-Habitat according to UN travel rules.
