Job Overview:
The National Consultant position is designed to provide expert support on inclusion and gender mainstreaming in the context of Ukraine's EU accession and recovery processes. The consultant will work under the guidance of the UN Women Representative in Ukraine and will be directly supervised by the Programme Specialist. The role involves providing technical support to the Apparatus of the Government Commissioner on Gender Equality Policy, focusing on the integration of gender considerations into EU legislation and recovery efforts. The consultant will be responsible for preparing analytical materials, facilitating public discussions, and organizing training activities aimed at enhancing the capacity of stakeholders involved in gender equality initiatives. This position is crucial for ensuring that gender equality is prioritized in Ukraine's recovery agenda and that women's rights are upheld during the ongoing challenges posed by the conflict.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including but not limited to: supporting coordination and communication between the Apparatus of the Government Commissioner on Gender Equality Policy and relevant government institutions; providing legal and policy advice on inclusion and gender mainstreaming; screening national legislation for alignment with EU acquis; developing propositions for legislative adaptation; preparing analytical materials and presentations; facilitating public discussions and multistakeholder consultations; and organizing training activities for stakeholders at national and local levels. The consultant will also be responsible for submitting progress reports on the support provided to the Apparatus, ensuring that all documentation is submitted in English, while supporting documents may be in Ukrainian.

Required Qualifications:
Candidates must possess an advanced (Masters) degree in Law, Public Policy and Administration, International Relations, Gender Studies, Social and Humanitarian Sciences, or related fields. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. The position requires at least one year of relevant work experience in human rights, gender equality, governance, or public administration. Proven experience in providing legal support to government institutions regarding EU accession processes is essential, along with familiarity with EU institutions and gender equality frameworks. Experience with UN Women or other UN agencies is considered an asset, as is a strong understanding of human rights and gender equality commitments in Ukraine.

Educational Background:
An advanced (Masters) degree in relevant fields such as Law, Public Policy, International Relations, Gender Studies, or Social Sciences is required. A first-level university degree may be accepted in lieu of the advanced degree if accompanied by additional qualifying experience. This educational background is critical for understanding the complexities of gender equality and legal frameworks necessary for the role.

Experience:
The position requires at least one year of relevant work experience following the completion of a Master's degree. Candidates should have experience in human rights, gender equality, governance, or public administration. Proven experience in providing legal support to government institutions on aligning Ukrainian legislation with EU standards is essential. Familiarity with the EU accession process and previous work with UN Women or other UN agencies will be advantageous.

Languages:
Fluency in both verbal and written English and Ukrainian is mandatory for this position. Knowledge of any other UN official language is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and contribute to international discussions on gender equality.

Additional Notes:
This consultancy is based in Kyiv and is classified as a partial office-based role. The consultant is expected to work using their own computer and will need to complete mandatory UN Women trainings. While travel is not anticipated, any necessary travel will be arranged according to UN Women’s regulations.
