Job Overview:
The Consultant Procurement & Contracts Officer will work under the direct supervision of the Procurement Manager and will be responsible for managing the end-to-end procurement and contracting processes for individual service providers involved in the EpiC project. This role is crucial for ensuring compliance with FHI 360's procurement policies and local regulations. The officer will serve as a liaison between procurement and human resources, ensuring that all engagements are structured appropriately and comply with legal requirements. The position requires a combination of skills in procurement, human resources, and contract management, with a focus on maintaining transparency and efficiency in procurement activities. The ideal candidate will have a strong understanding of procurement processes and the ability to navigate complex regulatory environments while ensuring that all project procurements are conducted in a timely and unbiased manner.

Duties and Responsibilities:
The Consultant Procurement & Contracts Officer will manage the entire procurement process for individual consultants and experts, which includes reviewing and validating the Scope of Work (SoW), developing solicitation packages, and ensuring compliance with donor regulations. The officer will coordinate the sourcing cycle, from market research to technical evaluations and contract negotiations. They will also advise internal teams on proper classification of engagements to avoid misclassification risks. The role involves maintaining accurate procurement documentation, ensuring compliance with internal controls, and coordinating due diligence processes for service providers. The officer will also be responsible for reviewing invoices, reconciling payments with the Finance Department, and providing guidance on procurement procedures to staff. Regular updates and communication with stakeholders will be essential to ensure transparency and compliance throughout the procurement process.

Required Qualifications:
Candidates must possess a Bachelor's Degree or equivalent in Business, Management, Economics, or a related field. A minimum of 3-5 years of relevant work experience is required, particularly in procurement and human resources. Demonstrated experience in HR functions, especially in the context of consultant engagement, is essential. Candidates should have strong communication skills, be articulate and professional, and have prior experience working with international NGOs and donors. Familiarity with donor-funded procurement rules is strongly preferred, along with the ability to evaluate technical proposals and make informed recommendations. Proficiency in Microsoft Office applications is also required, along with good report writing and documentation skills.

Educational Background:
A Bachelor's Degree or equivalent in a relevant field such as Business, Management, or Economics is required for this position. This educational background provides the foundational knowledge necessary for understanding procurement processes, contract management, and human resources functions, which are critical to the role.

Experience:
The position requires 3-5 years of relevant work experience, which should include a combination of procurement and human resources or personnel administration. Candidates should have demonstrated experience in HR-related functions, particularly in the context of engaging individual consultants or contractors. Experience working with international donors and non-profit organizations is preferred, as is familiarity with donor-funded procurement rules and regulations.

Languages:
Professional proficiency in written and spoken Ukrainian is mandatory for this position. Additionally, candidates must be able to read, write, and speak English proficiently. Knowledge of other languages may be considered an asset but is not explicitly required for this role.

The position is based in FHI 360’s office in Kyiv, Ukraine, and is open to Ukrainian nationals residing in Ukraine or willing to relocate. The expected hiring salary range for this role is UAH 680,000 - 950,000 annually, with considerations for relevant experience and education.
