Job Overview:
The Operations Analyst (Admin & Finance) will play a crucial role in supporting the administrative and financial implementation of projects and initiatives in Brazil. Reporting to the Head of the Brazil Office, the analyst will work closely with the Operational Team of UN-Habitat in Rio de Janeiro and Headquarters. The position requires a proactive approach to ensure compliance with organizational policies and procedures while assisting in budget planning, monitoring, and revisions. The analyst will also be responsible for maintaining accurate financial records, organizing project documentation, and supporting audits and compliance checks. This role is essential for the effective management of the office's project portfolio and requires strong organizational and communication skills to liaise with various teams and stakeholders.

Duties and Responsibilities:
The Operations Analyst (Admin & Finance) will have a comprehensive set of responsibilities, including: supporting the administrative and financial implementation of projects, ensuring compliance with policies; reviewing and strengthening financial management processes; assisting in budget planning and monitoring; processing financial transactions; maintaining accurate financial records; organizing project documentation; supporting audits and compliance checks; preparing financial reports; liaising with program teams to resolve issues; and participating in missions as requested. The analyst will also be responsible for writing official letters in Portuguese and assisting with travel requests for the technical team. Additionally, the analyst will complete all required training and courses, including the BSAFE security" style="border-bottom: 1px dotted #007bff !important;">security course from UNDSS, during the first month of employment.

Required Qualifications:
Candidates must possess a Bachelor's degree in International Relations, Public Administration, Administration, Economics, or related fields. Alternatively, candidates with an additional three years of relevant experience beyond the educational requirement will also be considered. A minimum of four years of experience in program implementation and projects in public administration or international organizations, particularly in administrative and financial roles, is required. Demonstrated experience in financial management is essential, and experience within the United Nations System is desirable. International experience, especially in international cooperation for development and urban development, will be viewed positively.

Educational Background:
The educational background required for this position includes a Bachelor's degree in relevant fields such as International Relations, Public Administration, Administration, Economics, or related disciplines. Candidates with additional relevant experience may substitute for formal education. The emphasis is on having a solid foundation in areas pertinent to the role, ensuring that the candidate is well-equipped to handle the responsibilities associated with the position.

Experience:
The position requires a minimum of four years of relevant work experience in program implementation and projects, particularly in public administration or international organizations. Candidates should have a strong background in administrative and financial issues, with demonstrated experience in financial management processes. Experience working within the United Nations System is considered an asset, as is international experience in urban development and project management.

Languages:
Fluency in Portuguese and English is mandatory for this position, as these are the primary working languages. A working knowledge of Spanish is desirable, given that Spanish is the working language of the Regional Office. Proficiency in these languages is crucial for effective communication and documentation within the role.

Additional Notes:
The contract for this position is expected to last for six months, with the possibility of renewal based on performance and availability of funds. The position is classified under the LICA contract type with UNOPS, and the remuneration will be based on the LICA 2 scale, which includes Cigna health insurance. It is important to note that this appointment is on a local basis, and only nationals from Brazil or external candidates holding a permanent visa in Brazil may apply. The extension of the contract is not automatic and is subject to the availability of funds and performance evaluations.
