Job Overview:
The Finance Manager will provide high-quality financial management support to the UN-Habitat Brazil portfolio. This role involves ensuring the timely delivery of assigned outputs and contributing to the effective management, monitoring, reporting, and compliance of project resources. The incumbent will work closely with programme, operations, and project teams to support the achievement of project objectives and organizational priorities. The Finance Manager will report directly to the Head of the Brazil Office and have a functional reporting line to the Programme Management Officer (Administration) in the Regional Office for Latin America and the Caribbean. The position is crucial for strengthening financial management capacity and ensuring compliance with UN Financial Regulations and Rules, IPSAS, and donor requirements.

Duties and Responsibilities:
The Finance Manager's duties include providing strategic financial guidance, coordinating financial management processes, supporting the review and strengthening of financial management systems, and providing strategic financial advice to senior management. The incumbent will review financial performance, analyze trends, and identify risks while proposing mitigation measures. Responsibilities also include supporting project teams on financial policies, preparing financial analyses, coordinating consultant payments, and monitoring vendor payment requests. The Finance Manager will coordinate the preparation of annual budgets, review budget implementation, and provide technical advice on budget management. Additionally, the role involves managing donor-funded projects, reviewing financial provisions in agreements, and ensuring compliance with donor regulations. The Finance Manager will also oversee Implementing Partner Agreements, prepare financial reports, and support accounting and financial reporting in accordance with IPSAS. The position requires monitoring compliance with internal policies and donor requirements, supporting audit processes, and promoting accountability and transparency in financial management practices.

Required Qualifications:
The position requires a Bachelor's degree in Finance, Accounting, Economics, Business Administration, Public Administration, Management, or a related field. A postgraduate degree in a relevant field is also required, or alternatively, an additional five years of relevant professional experience may be accepted in lieu of a postgraduate degree. Candidates must have a minimum of eight years of progressively responsible experience in finance, accounting, budgeting, financial reporting, or audit. Experience in managing projects funded by multiple stakeholders and in budget preparation and financial monitoring is essential. Previous experience within the United Nations System and familiarity with ERP systems such as SAP or Umoja is desirable.

Educational Background:
Candidates must possess a Bachelor's degree in a relevant field such as Finance, Accounting, Economics, Business Administration, Public Administration, or Management. A postgraduate degree (Specialization, Master's Degree, or equivalent) in a related field is required. If a postgraduate degree is not held, an additional five years of relevant professional experience may be accepted in lieu of this requirement.

Experience:
The Finance Manager should have at least eight years of progressively responsible experience in finance, accounting, budgeting, financial reporting, or audit. Experience in the financial management of projects funded by multiple stakeholders and/or donors is required. Candidates should also have experience in budget preparation, financial monitoring, reporting, and internal controls. Previous experience within the United Nations System is desirable, as is familiarity with ERP systems such as SAP and/or Umoja.

Languages:
Fluency in Portuguese and English is required for this position. Knowledge of Spanish is desirable, as Spanish is the working language of the Regional Office for Latin America and the Caribbean. English and French are the working languages of the United Nations Secretariat.

Additional Notes:
The expected duration of the contract is six months, with the possibility of extension based on performance and availability of funds. The contract type is LICA, UNOPS, and remuneration will be determined according to the applicable UNOPS Local ICA salary scale.
