Job Overview:
The Legal Analyst position is crucial for supporting the UNV's legal services and ensuring compliance with regulations and policies applicable to UN Volunteers and UNV staff. Reporting to the Legal Specialist and under the supervision of Senior Legal Advisers, the Legal Analyst will engage in a variety of legal tasks, including conducting legal research, preparing documentation, and assisting in case management. This role requires a strong understanding of administrative law and the ability to provide legal advice on corporate and institutional matters. The Legal Analyst will also contribute to knowledge management by maintaining legal templates and tools, thereby enhancing the efficiency of legal operations within UNV. This position is designed for individuals who are adept at navigating complex legal frameworks and are committed to upholding the integrity of UNV's operations.

Duties and Responsibilities:
  • Provide legal support related to administrative law services, including conducting legal research, summarizing relevant rules and policies, and preparing drafts of internal legal notes and memoranda.
  • Assist in the representation of UNDP/UNV in formal cases involving staff members, including drafting responses to appeals, preparing submissions to UN Tribunals, and supporting mediation efforts.
  • Review and implement UNV policies and procedures, ensuring legal consistency and providing preliminary interpretations for consultation.
  • Offer legal advice on UN Volunteer-related issues, including reviewing investigation reports and drafting responses to internal recourse requests.
  • Support corporate and institutional law services by conducting legal research, preparing summaries, and liaising with internal clients to gather necessary information.
  • Perform additional duties as required to ensure the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in Law, with a specialization in International Law and/or Administrative Law being an asset. Alternatively, a first-level university degree in Law combined with two additional years of qualifying experience will be considered. A strong understanding of the legal framework applicable to the United Nations and experience in legal research, analysis, and drafting are essential. Familiarity with UN policies and procedures, as well as experience in handling cases involving allegations of misconduct, is highly desirable. Proficiency in MS Office applications is required, and admission to the bar of a Member State or equivalent qualification is an asset.

Educational Background:
The position requires an advanced university degree (master's degree or equivalent) in Law. A first-level university degree (bachelor’s degree) in Law, combined with two additional years of relevant experience, may also be considered. Specialization in International Law and/or Administrative Law is advantageous and will enhance a candidate's suitability for the role.

Experience:
The ideal candidate should have a minimum of 2 years of relevant professional experience in legal research, analysis, and drafting, preferably within an international organization or public sector. Candidates with a bachelor's degree should have at least 4 years of experience. Familiarity with the United Nations system's legal framework, including privileges and immunities, is required. Experience in providing legal guidance on complex matters and handling cases involving administrative decisions is desirable.

Languages:
Fluency in English is mandatory for this position. Proficiency in French and/or Spanish is considered desirable and may enhance a candidate's competitiveness in the selection process.
