Job Posting Organization:
The position is located within the Organizational Development Section (ODS) of the Strategic Talent Management Service (STMS), which is part of the Global Strategy and Policy Division (GSPD) within the Office of Human Resources (OHR). This department is under the Department of Management Strategy, Policy and Compliance (DMSPC). The ODS is responsible for managing a wide range of learning and development programs aimed at enhancing the competencies and values of staff at all levels within the organization. The mission of ODS is to foster a shared organizational culture and to promote core values among employees, ensuring that they are equipped with the necessary skills and knowledge to perform effectively in their roles. The organization operates globally, with a focus on developing human resources policies that meet the evolving needs of the workforce.

Job Overview:
The Staff Development Officer will play a crucial role in the development and implementation of human resources policies and practices that align with the organization's goals. This position requires a proactive approach to monitoring and ensuring the effective implementation of policies related to learning and career satisfaction. The incumbent will be responsible for preparing reports and leading special human resources projects, as well as managing the work of the Leadership team within ODS. A significant aspect of this role involves assessing and analyzing the leadership and managerial development needs across the organization, designing targeted programs to enhance leadership capabilities at all levels. The officer will also facilitate collaboration with internal and external stakeholders to implement the Senior Leadership Support Programme (SLSP 2.0) and will provide strategic advice to senior leaders on leadership development and management practices. The role emphasizes the importance of evidence-based learning design and impact assessment, ensuring that leadership and management programs are effective and aligned with organizational objectives.

Duties and Responsibilities:
The Staff Development Officer will be responsible for a variety of duties, including:
  • Developing and implementing new human resources policies, practices, and procedures to meet the evolving needs of the organization.
  • Monitoring and ensuring the implementation of human resources policies related to learning and career satisfaction.
  • Keeping abreast of developments in the area of learning and career satisfaction.
  • Preparing reports and participating in or leading special human resources projects.
  • Planning, organizing, managing, and supervising the work of the Leadership team in ODS.
  • Assessing and analyzing leadership and managerial development needs across the organization and designing targeted programs to strengthen leadership capabilities.
  • Implementing the Senior Leadership Support Programme (SLSP 2.0) in collaboration with stakeholders.
  • Facilitating the work of the Community of Practice Working Group on Leadership to identify and implement joint leadership development initiatives.
  • Providing advice to senior leaders on leadership development and management practices. 1
  • Supporting organizational development initiatives with a focus on leadership culture and change management. 1
  • Promoting and coordinating the application of the Learning Needs Analysis Toolkit and Learning Evaluation Framework. 1

Required Qualifications:
Candidates must possess a strong understanding of human resources policies, practices, and procedures, with the ability to apply them effectively in an organizational setting. The ideal candidate should demonstrate the ability to identify issues, formulate opinions, and make recommendations. Professionalism, efficiency, and a commitment to achieving results are essential. The candidate should also be motivated by professional concerns and demonstrate persistence in overcoming challenges. Educational Background:
An advanced university degree (Master’s or Doctorate degree, or equivalent) in education, learning development, human resources management, business or public administration, social sciences, or a related field is required. Alternatively, a first-level university degree (Bachelor’s degree or equivalent) in the specified fields, combined with two additional years of relevant work experience, may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible experience in human resources management, administration, or a related area is required. This experience should include designing learning programs using various methodologies, such as online, social, face-to-face, and blended learning. Experience in conducting learning impact assessments and needs assessments is desirable, as is experience in applying behavioral science in learning contexts.

Languages:
English is required for this position, as it is one of the working languages of the United Nations Secretariat. French is considered desirable. Candidates should refer to the UN Language Framework for the minimum required proficiency levels in these languages.
