Job Overview:
The National security" style="border-bottom: 1px dotted #007bff !important;">Security Officer position is critical within UNRWA's security framework, primarily responsible for assisting the (Senior) Field Security Officer in the West Bank Field Office (WBFO) or the Senior National Security Officer at Headquarters and Gaza Field Office (GFO). The incumbent will supervise the Guard Force Services at the Field Office, ensuring the safety and security of UNRWA personnel and facilities. This role involves developing and implementing security risk management processes, security plans, and compliance with security policies and procedures. The officer will manage access control systems, conduct security assessments, and provide training and briefings to personnel. The position requires a proactive approach to monitoring local security situations and establishing effective relationships with local security authorities. The incumbent will also be responsible for reporting security matters to Headquarters and responding to security incidents as directed by the supervisor.

Duties and Responsibilities:
The National Security Officer will have a comprehensive set of responsibilities, including:

• Assisting in the development and implementation of the Security Risk Management (SRM) process and Security Plan, along with other security documents such as contingency and evacuation plans.
• Developing and implementing security policies, guidelines, and Standard Operating Procedures (SOPs) to ensure compliance.
• Managing security access control procedures and conducting periodic assessments of premises to ensure effective guard force operations.
• Preparing and providing security briefings and training for personnel.
• Administering security-related budgets and advising on the acquisition and inventory control of security equipment.
• Conducting periodic SRM processes and ensuring compliance with SRM measures.
• Monitoring and disseminating security-related information and reporting on security matters to Headquarters.
• Responding to security incidents and ensuring compliance with security standards.
• Establishing effective working relationships with local security authorities and monitoring the local security situation. 1
• Performing other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a university degree from an accredited institution in fields such as security risk management, business administration, political or social science, psychology, international relations, or related areas. Additionally, candidates should have training related to security. A valid driving license is required, and candidates should demonstrate flexibility to work outside regular hours and on weekends. Practical knowledge of UN administrative policies and procedures is desirable, as is formal training in security and safety measures. Candidates must also confirm their residence in the West Bank or Jerusalem and provide relevant identification numbers if applicable.

Educational Background:
The educational background required for this position includes a university degree from an accredited institution in relevant fields such as security risk management, business administration, political or social science, psychology, international relations, or related disciplines. This educational foundation is essential for understanding the complexities of security management within the context of UNRWA's operations.

Experience:
Candidates must have at least four years of progressively responsible and relevant professional experience in security, disaster, or emergency settings, with specific security responsibilities in either the public or private sector. This experience should include roles that demonstrate the ability to manage security operations effectively. Additionally, candidates should indicate any current involvement in outside activities, as this is a requirement for the application process.

Languages:
For this position, proficiency in English and Arabic is required. According to the UN Language Framework, candidates must demonstrate a minimum level of proficiency in reading, writing, listening, and speaking for both languages. English and Arabic are the working languages of the United Nations Secretariat, and candidates must meet the specified language requirements to be considered for the role.

Additional Notes:
The appointment for this position is limited to the UNRWA - Security & Risk Management - West Bank. It is a Fixed Term Appointment for one year, including a one-year probation period, with the possibility of extension based on performance and funding availability. The position is classified at Grade 14, with a monthly basic salary of USD 1,490.30, payable in Jordanian Dinar at the UN monthly exchange rate. Additional benefits include a Jerusalem Allowance, subject to eligibility criteria, a monthly Provident Fund contribution, compulsory medical insurance, annual leave, and maternity/paternity leave.
