Job Overview:
The National security" style="border-bottom: 1px dotted #007bff !important;">Security Officer position is crucial for ensuring the safety and security of UNRWA personnel and facilities in the West Bank. The incumbent will report to the (Senior) Field Security Officer and will be responsible for supervising the Guard Force Services at the Field Office. This role involves assisting in the development and implementation of security policies, guidelines, and Standard Operating Procedures (SOPs) to ensure compliance with security measures. The officer will manage security access control procedures, conduct periodic security assessments, and provide training and briefings for personnel. Additionally, the incumbent will monitor and report on security-related information, respond to security incidents, and maintain effective relationships with local security authorities. The position requires a proactive approach to security management and the ability to adapt to changing security environments.

Duties and Responsibilities:
The National Security Officer will have a comprehensive set of responsibilities, including:

• Assisting in the development and implementation of the Security Risk Management (SRM) process and Security Plan, along with other security documents such as contingency and evacuation plans.
• Developing and implementing security policies and SOPs to ensure compliance.
• Managing security access control procedures and conducting periodic assessments of premises and installations.
• Providing training and security briefings for personnel.
• Preparing and administering security-related budgets and advising on the acquisition of security equipment.
• Conducting periodic SRM processes and ensuring compliance with SRM measures.
• Monitoring and disseminating security-related information and reporting on security matters to Headquarters.
• Responding to security incidents and ensuring compliance with security standards.
• Establishing relationships with local security authorities and monitoring the local security situation. 1
• Performing other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a university degree from an accredited institution in fields such as security risk management, business administration, political/social science, psychology, or international relations, along with relevant training in security. Additionally, candidates should have at least four years of progressively responsible experience in security, disaster, or emergency settings, with security responsibilities in either the public or private sector. A valid driving license is required, and flexibility to work outside regular hours and on weekends is desirable. Familiarity with UN administrative policies and procedures is also preferred, along with formal training in security and safety measures.

Educational Background:
The educational requirement for this position includes a university degree from an accredited institution in relevant fields such as security risk management, business administration, political or social science, psychology, or international relations. Candidates should also have completed training related to security, which is essential for the role.

Experience:
Candidates are expected to have a minimum of four years of progressively responsible and relevant professional experience in security, disaster, or emergency settings. This experience should include security responsibilities in either the public or private sector, such as in a corporate environment. It is also important for candidates to indicate their involvement in outside activities, which may include employment, consultancy, or voluntary work, as this information is required during the application process.

Languages:
For this position, proficiency in English and Arabic is mandatory. English is required at UN Level II for reading, writing, listening, and speaking, while Arabic is required at UN Level I for the same skills. Knowledge of French is considered an asset, but not mandatory.

Additional Notes:
The appointment for this position is limited to the UNRWA Security & Risk Management in the West Bank. It is a Fixed Term Appointment for one year, including a one-year probation period, with the possibility of extension based on performance and funding availability. The position is graded at Grade 14, with a monthly basic salary of USD 1,490.30, payable in Jordanian Dinar at the UN monthly exchange rate. Additional benefits include a Jerusalem Allowance, medical insurance, annual leave, and contributions to a Provident Fund. The agency reserves the right to modify benefits based on applicable rules and funding availability. Candidates must reside in the West Bank or Jerusalem and have authorization to work in the duty station at the time of application.
