National Consultant - Nursing Guidelines and Training Manual for Primary Health Care

Job Overview:
The position of National Consultant involves providing expert guidance and support to the Ministry of Health (MoH) in the Palestinian Territory, specifically in updating and operationalizing the nursing guidelines and training manual for Primary Health Care (PHC) and Family Health. The consultant will be responsible for ensuring that the updated guidelines align with evidence-based WHO standards and the updated Essential Health Services Package (EHSP). The role requires a deep understanding of the Palestinian health context and the ability to facilitate stakeholder engagement to ensure that the guidelines reflect the realities of the West Bank health system. The consultant will also develop a structured training implementation plan to support the national rollout of the updated guidelines and training manual, focusing on enhancing nurse-led service delivery and improving health outcomes in the region.

Duties and Responsibilities:
The consultant will undertake a comprehensive set of duties, including: conducting a detailed analysis of the existing 2013 nursing guidelines to identify gaps; facilitating stakeholder consultations to gather insights from key informants; drafting updated nursing guidelines and a competency-based training manual; organizing validation workshops to incorporate feedback from stakeholders; developing a structured training implementation plan; and providing ongoing support for the rollout of the updated guidelines and training manual. The consultant will also be responsible for monitoring and evaluating the implementation process, ensuring that all outputs are evidence-informed and operationally feasible within the West Bank context.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s level minimum, PhD preferred) in Nursing, Public Health, Health Systems, or a related field. Additional qualifications in primary care and/or nursing education are considered a strong asset. The consultant should have a deep understanding of WHO PHC standards, Universal Health Coverage (UHC), and nursing competencies, along with strong analytical, writing, communication, and organizational skills. The ability to work in sensitive contexts with cultural appropriateness is essential.

Educational Background:
The educational background required for this position includes a Master’s degree in Nursing, Public Health, Health Systems, or an equivalent field. A PhD is preferred, and additional qualifications in primary care or nursing education will be advantageous. Candidates must have their degrees from institutions accredited by the World Higher Education Database (WHED).

Experience:
The position requires at least 7-10 years of relevant professional experience in primary care and nursing, with a minimum of 5 years specifically in guideline development, training manual creation, evidence-based health policy, and capacity building in low-resource or conflict-affected settings. Demonstrated experience in the Palestinian health system and the occupied Palestinian territory (oPt) context is essential for this role.

Languages:
Fluency in written and spoken Arabic is mandatory for this position, as the guidelines and training manual will be developed in Arabic. Knowledge of English is highly desirable, as it will facilitate communication with international stakeholders and the review of relevant literature and guidelines.

• The consultant will work full-time, with an estimated 80-100 working days over the consultancy period. The position is based in Ramallah, with travel required to various PHC centers across the West Bank.
