Job Overview:
The Social Protection Financing and Resource Mobilization Consultant will play a crucial role in supporting the Ministry of Social Development (MoSD) in Palestine as it implements its Sector Strategy 2025–2027 and the Shock-Responsive Social Protection (SRSP) Protocol. The consultant's primary objective will be to enhance the effectiveness, sustainability, and responsiveness of the social protection system in the West Bank and Gaza by developing a structured and evidence-based fundraising plan. This plan will help MoSD articulate its funding needs, identify potential funding sources, and approach resource mobilization in a more systematic manner. The consultant will work closely with MoSD and other partners to ensure that the fundraising plan aligns with national priorities and institutional capacities, ultimately contributing to the strengthening of the social protection sector in Palestine.

Duties and Responsibilities:
The consultant will be responsible for a comprehensive set of tasks, including: reviewing and analyzing the current financing and fundraising landscape for the social protection sector; assessing existing funding agreements and identifying gaps; mapping potential funding sources and mechanisms; conducting targeted data-gathering exercises to identify priority programs and operational needs; developing a prioritized funding plan that links social protection priorities to funding needs; creating a comprehensive Fundraising Framework that outlines donor engagement strategies; organizing validation workshops and fundraising events; and preparing detailed reports and proposals in both English and Arabic. The consultant will also be expected to support MoSD in developing fund-ready proposals aligned with identified funding opportunities.

Required Qualifications:
Candidates must possess an advanced university degree (Master's level or equivalent) in economics, public policy, international development, social policy, or a related field. A first-level degree with substantial additional relevant experience may be considered. Additionally, candidates should have a minimum of 10 years of progressively responsible professional experience in donor coordination, resource mobilization, fundraising strategy, or development finance. Experience working with government ministries or public institutions on fundraising and financing strategies is essential, along with a proven track record in developing donor coordination frameworks and fundraising plans for the social protection sector or related fields.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's level or equivalent) in relevant fields such as economics, public policy, international development, or social policy. Candidates with a first-level degree may be considered if they have substantial additional relevant experience that compensates for the lack of a master's degree.

Experience:
The position requires a minimum of 10 years of progressively responsible professional experience in areas such as donor coordination, resource mobilization, fundraising strategy, or development finance. Candidates should have demonstrated experience in supporting government ministries or public institutions, particularly in the context of fundraising and financing strategies for social protection programming. A proven track record in developing donor coordination frameworks and resource mobilization strategies is essential for this role.

Languages:
Fluency in both Arabic and English is mandatory for this position. Candidates must be able to communicate effectively in both languages, as the role involves preparing reports and proposals in English and Arabic, as well as engaging with various stakeholders in both languages.

Additional Notes:
The position is offered under a Special Service Agreement (SSA10) and is part-time, with a duration of 6 months that may be renewable. The consultant will be based in Gaza, with the possibility of working closely with the Ministry of Social Development in Ramallah.
