Job Overview: The WASHProgram Manager is responsible for leading the design, implementation, and quality assurance of SI's WASH response in the West Bank. This role involves ensuring strategic and technical oversight of emergency interventions, supporting program expansion, supervising and building the capacity of a new national team, contributing to proposal development and donor engagement, and ensuring that activities remain relevant to the needs of the population, feasible within the operational context, and compliant with SI standards. The position is critical in establishing a new WASH response in the West Bank, particularly in a recently established mission footprint, while maintaining consistent program quality and coordination with local partners. The manager will also need to adapt to a tense and volatile political environment, ensuring that the program remains responsive to rapidly evolving humanitarian needs.
Duties and Responsibilities: The WASH Program Manager will have a variety of duties and responsibilities, including but not limited to: 1) Leading the design and implementation of WASH programs in the West Bank, ensuring adherence to SI standards and best practices. 2) Conducting assessments to identify the needs of the population and developing appropriate response strategies. 3) Recruiting, training, and mentoring a national WASH team, ensuring they can take ownership of planning, implementation, monitoring, and reporting. 4) Establishing strong coordination mechanisms with local partners and stakeholders to enhance program effectiveness. 5) Monitoring and evaluating program activities to ensure quality and impact, making adjustments as necessary based on feedback and changing conditions. 6) Engaging with donors and contributing to proposal development to secure funding for WASH initiatives. 7) Ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security protocols and adapting programming to changing access conditions in the region.
Required Qualifications: Candidates must possess a strong background in project management, particularly in the humanitarian sector, with a minimum of 3-4 years of relevant experience. Strong leadership and people management skills are essential, along with the ability to prioritize tasks and work effectively under pressure. Flexibility and problem-solving abilities are also critical for success in this role.
Educational Background: A relevant educational background is required, ideally in engineering or a related field, to ensure a strong technical understanding of WASH interventions. Additional training or certifications in project management or humanitarian response would be advantageous.
Experience: The position requires 3-4 years of experience in the humanitarian sector, with specific experience in a similar role being highly desirable. Candidates should demonstrate a proven track record of managing WASH programs and leading teams in complex environments.
Languages: Fluency in English is mandatory, while proficiency in Arabic is considered an asset. Candidates who can communicate effectively in both languages will have a distinct advantage in this role.
Additional Notes: The position is a salaried role with compensation starting from EUR 2310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 750 is provided, along with coverage for accommodation costs and travel expenses. The organization implements a system of breaks during assignments, allowing for time off every three months, with an additional rest day granted for each month worked. Expatriates are also provided with a comprehensive insurance package covering healthcare expenses and essential vaccinations. Living conditions in Ramallah are generally good, with access to various amenities, although travel to other areas may be restricted due to the political context.
