Job Overview:
The Protection from Violence Specialist will play a crucial role in leading the strategic direction of the PfV program within NRC Palestine. This position requires a qualified and motivated individual who is passionate about protection, capacity building, and program quality. The specialist will be responsible for mentoring and training PfV teams in the West Bank and Gaza Area Offices, ensuring that they deliver effective services on the ground. The role involves analyzing response data to produce analytical protection reports, collaborating with internal partners to promote alignment and integration of responses, and maintaining strategic relationships with regional advisors for technical support. The specialist will also assess training needs, develop capacity-building plans, and implement training programs to enhance the skills of the teams involved in the PfV program. This position is ideal for a seasoned leader with extensive experience in protection programming and a commitment to improving the lives of those affected by violence and conflict.

Duties and Responsibilities:
The Protection from Violence Specialist will have a variety of responsibilities, including:

• Analyzing response data to produce succinct analytical protection reports for both internal and external stakeholders, highlighting key trends and concerns.
• Collaborating with relevant internal partners, including access and advocacy colleagues, to promote alignment and integration of multi-sectoral analyses and responses.
• Maintaining strategic relationships with Regional Protection and Thematic Advisors to receive technical support for the PfV program and ensure alignment with global guidelines and standard operating procedures (SOPs).
• Ensuring that in-country technical standards, guidance notes, and programming resources for civilian protection align with NRC global standards and are adapted to the local context.
• Assessing training and development needs within the PfV teams, developing capacity-building plans, and implementing these plans with the support of Protection from Violence Managers or Coordinators.
• Developing training materials based on relevant program guidelines and SOPs and conducting training sessions for Civilian Self-Protection and Individual Response Services teams.
• Performing any other tasks as delegated by the line manager.

Required Qualifications:
The ideal candidate for the Protection from Violence Specialist position should possess the following qualifications:

• A minimum of 4 years of experience in protection programming within a humanitarian or recovery context.
• A bachelor’s degree in a relevant field such as law, social sciences, or related disciplines. An advanced academic qualification is considered an advantage.
• Proven experience working in complex and volatile contexts, demonstrating the ability to adapt and respond effectively to challenges.
• Expertise in the field of protection, with a strong understanding of key technical standards such as IASC, protection mainstreaming, international humanitarian law (IHL), gender and humanitarian principles, and donor markers on gender and disability.
• Knowledge of the Palestinian humanitarian context and experience with scaling up projects in emergency situations.
• Experience in designing and delivering team capacity strengthening initiatives, including remote coaching, mentoring, and training.
• Familiarity with remote management and working modalities.
• Fluency in English, both written and verbal, is mandatory, while knowledge of Arabic is an advantage.

Educational Background:

Additional Notes:
The position is based in the West Bank, Palestine, with potential travel to areas of operation, approximately 10% of the time.
