National Consultant to Provide Expert Support on Inclusion and Gender

Job Overview:
The National Consultant will play a crucial role in providing expert and technical support to the Office of the Deputy Prime Minister on European and Euro-Atlantic Integration and the Governmental Office of Coordination of European and Euro Atlantic Integration. This position is vital for advancing inclusion and gender mainstreaming in the EU integration processes. The consultant will work under the guidance of the UN Women Representative in Ukraine and will be responsible for coordinating efforts to align Ukrainian legislation with EU gender equality standards. The consultant will also facilitate public discussions and multistakeholder consultations, ensuring that gender equality considerations are integrated into the EU accession process. The role requires a proactive approach to developing policy advice and analytical materials that support the government's efforts in gender-responsive governance and EU integration.

Duties and Responsibilities:
The consultant's responsibilities include supporting the coordination and communication between the Office of the Deputy Prime Minister and relevant government institutions regarding inclusion and gender mainstreaming priorities. They will assist in the preparation of Enlargement Package Reports and other documents, screen national legislation relevant to EU negotiating chapters, and develop propositions for aligning Ukrainian laws with EU standards. The consultant will provide policy advice on inclusion and gender mainstreaming, prepare presentations and analytical materials, facilitate public discussions, and organize training activities to enhance the capacity of stakeholders on gender equality and EU integration. Additionally, the consultant will support events related to EU integration that incorporate gender equality considerations and engage various stakeholders.

Required Qualifications:
Candidates must possess an advanced (Masters) degree in Law, Public Policy, International Relations, Gender Studies, or related fields. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted. The position requires at least one year of relevant work experience in human rights, gender equality, governance, or public administration. Proven experience in providing legal support to government institutions regarding EU accession processes is essential. Familiarity with EU institutions and previous experience with UN Women or other UN agencies will be considered an asset. Candidates should have a strong understanding of human rights, gender equality, and women's empowerment frameworks, as well as experience in coordinating meetings and consultations with government authorities.

Educational Background:
An advanced (Masters) degree in Law, Public Policy and Administration, International Relations, Gender Studies, Social and Humanitarian Sciences, or related fields is required. A first-level university degree may be accepted in lieu of the advanced degree if accompanied by two additional years of qualifying experience.

Experience:
The position requires at least one year of relevant work experience after obtaining a Master's degree, specifically in the fields of human rights, gender equality, governance, or public administration. Experience in providing legal support to government institutions on aligning Ukrainian legislation with EU standards is crucial. Previous involvement with EU institutions and the accession process will be advantageous, as will experience with UN Women or other UN agencies.

Languages:
Fluency in both verbal and written English and Ukrainian is mandatory. Knowledge of any other UN official language is considered an asset, enhancing the candidate's profile for this position.

Additional Notes:
This consultancy is based in Kyiv and is classified as a partial office-based role. The consultant is expected to work using their own computer and must complete mandatory UN Women trainings. While travel is not anticipated, any necessary travel will be arranged according to UN Women’s rules and regulations.
