Job Overview:
The Humanitarian Access & security" style="border-bottom: 1px dotted #007bff !important;">security-manager" style="border-bottom: 1px dotted #007bff !important;">Security Manager (HAS Manager) plays a crucial role in ensuring the safety and security of operations within the humanitarian context of Syria. Reporting directly to the Programme Director, the HAS Manager is responsible for developing and implementing security strategies that facilitate access to vulnerable populations. This position requires a proactive approach to risk management, ensuring that security procedures are in place and adhered to. The HAS Manager will also be involved in strategic planning, operational implementation, and capacity building within the organization. The role demands a thorough understanding of the local humanitarian context, as well as the ability to navigate complex security challenges. The HAS Manager will work closely with various stakeholders, including local authorities and humanitarian partners, to ensure safe and effective program delivery.

Duties and Responsibilities:

• Strategy Development: Assist in the creation and execution of the Access and Security component of the operational strategy, including risk analysis and action plans.
• Standards and Expertise: Develop and maintain HI’s security framework, ensuring compliance with security policies and guidelines.
• Operational Implementation: Monitor the humanitarian context, identify access challenges, and suggest operational adjustments.
• Security Management: Conduct security analyses, provide recommendations, and support project managers in identifying risks.
• Capacity Building: Assess training needs and implement training plans for staff on security and humanitarian access.
• Emergency Preparedness: Provide support during emergencies, adapting processes and strengthening coordination with other organizations.
• Team Management: Foster a collaborative team environment, support professional development, and ensure effective communication within the team.

Required Qualifications:
Candidates must possess at least 4 years of professional experience in security and access management, with a minimum of 2 years in a managerial role overseeing security operations across multiple locations. Strong organizational and team management skills are essential, along with a high level of autonomy and initiative. Interpersonal and intercultural skills are critical for effective collaboration in diverse environments. Fluency in English, both oral and written, is mandatory, while proficiency in Arabic is considered a strong asset. Experience in the Middle East is highly desirable, providing candidates with a contextual understanding of the region's security dynamics.

Educational Background:
A relevant educational background is required, typically including a degree in security management, international relations, humanitarian studies, or a related field. Additional certifications in security management or humanitarian access are advantageous and may enhance a candidate's profile.

Experience:
The position requires a minimum of 4 years of professional experience in security and access roles, with at least 2 years in a management capacity. Candidates should have a proven track record of successfully managing security operations in complex environments, particularly in conflict zones. Experience in developing security strategies and conducting risk assessments is essential, as is familiarity with the humanitarian landscape in the Middle East.

Languages:
Fluency in English is compulsory for this position, as all documentation and communication will primarily be conducted in this language. Proficiency in Arabic is highly advantageous, as it facilitates better communication with local stakeholders and enhances operational effectiveness. Knowledge of additional languages may also be beneficial but is not mandatory.

Additional Notes:
The position is a 12-month international contract starting in mid-September 2026, based in Damascus, Syria. The contract includes various benefits such as social coverage, unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The gross monthly salary starts at €2800, with additional allowances for per diem and hardship. Employees are entitled to 25 days of paid leave per year and a rest and recuperation (R&R) period every three months. The position is unaccompanied, and travel costs for relocation will be covered. For missions exceeding 12 months, a child allowance is provided for additional children. Housing arrangements are collective and managed by HI.
