Job Overview:
The Contracts Management Officer will play a crucial role in overseeing all contractual aspects of procurement projects within the OSESGY. The incumbent will be responsible for developing operational plans, standard operating procedures, and quality assurance measures to enhance contract performance. Duties and Responsibilities:
The Contracts Management Officer will be responsible for a wide range of duties, including: planning and managing all contractual aspects of procurement projects; establishing and maintaining work programs and schedules for ongoing and new contracts; maintaining effective relations with contractors and service providers; supporting the development and implementation of operational plans and standard operating procedures; assisting in the procurement process by providing input on statements of work and performance standards; developing quality assurance plans; participating in contract risk assessments; developing compliance checklists; assessing contractor performance; overseeing adherence to contractual agreements; recommending amendments and extensions of contracts; initiating contract closeouts; ensuring enforcement of UN contracts; supporting the Procurement Unit in resolving conflicts; drafting audit responses; maintaining electronic and hardcopy files; implementing work programs; and performing other related duties as required.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A first-level university degree in a related field combined with five years of qualifying experience may be accepted. Additionally, technical training or a vocational certificate in Procurement and/or Contracts Management is desirable. A certificate of completion of CIPS Procurement at level 4 is required, and this certificate must be attached to the application. Candidates should demonstrate a strong understanding of contract management principles and practices, as well as the ability to navigate complex procurement processes.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent. A first-level university degree in a relevant field is preferred, particularly in areas related to procurement, contracts management, or business administration. Candidates with additional certifications or training in procurement practices will be viewed favorably, especially those who have completed the CIPS Procurement at level 4.

Experience:
Candidates must have at least ten years of progressively responsible experience in contract and quality administration. This experience should include a strong background in supply chain management and procurement, particularly within the context of international organizations such as the United Nations. Experience in providing services to field operations and managing global service contracts is essential. Familiarity with ERP systems, particularly SAP (UMOJA), is required, and experience in data analytics is considered an asset.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is mandatory, while knowledge of Arabic is desirable. Candidates should be able to demonstrate their language skills according to the UN Language Framework, which outlines the minimum required levels for each language skill.
