Job Overview: The OSCE is seeking to establish a roster of qualified experts who can provide analytical and advisory services on an as-needed basis. The assignments may involve in-person or remote work, depending on the needs of the OSCE's executive structures, including the Secretariat and various missions. Duties and Responsibilities: The consultant may be tasked with a variety of responsibilities, including conducting functional reviews, mapping mandates, and assessing roles and responsibilities within the organization. They will review the alignment of operational requirements with staffing and resources, identify inefficiencies and bottlenecks, and develop organizational design and operating model options. The consultant will also facilitate stakeholder consultations, prepare analytical reports, and provide advisory support during implementation phases. Specific tasks may include developing responsibility matrices, reviewing job descriptions, and creating process maps or standard operating procedures. The consultant will be expected to deliver high-quality outputs within tight timelines and manage competing priorities effectively.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in fields such as public administration, business administration, organizational development, or international relations. A first-level university degree combined with relevant experience may be accepted. Additionally, candidates should have a minimum of seven years of progressively responsible professional experience in relevant areas, proven experience in producing analytical reports, and familiarity with international organizations or public sector institutions. Strong analytical, drafting, facilitation, and stakeholder management skills are essential, along with the ability to work independently and maintain professionalism in sensitive environments.
Educational Background: The position requires an advanced university degree, specifically a Master's degree or equivalent, in relevant fields such as public administration, business administration, organizational development, human resources management, management, economics, or international relations. A first-level university degree may be accepted if accompanied by additional relevant experience, demonstrating the candidate's capability to fulfill the role effectively.
Experience: Candidates should have at least seven years of progressively responsible professional experience directly related to the areas of expertise outlined in the job description. This experience should include working with international organizations, public sector institutions, or in complex multi-stakeholder environments.
