Job Overview: The Talent Acquisition and Outreach Officer is responsible for leading the outreach and visibility efforts of the OSCE's talent acquisition initiatives. This role involves managing outreach channels, engaging with key stakeholders such as participating States and partner institutions, and contributing to data-driven improvements in recruitment outreach strategies and candidate pipelines. The officer will collaborate with internal stakeholders, including the Communication and Media Relations Section and hiring managers, to strengthen employer branding and improve hiring pipelines. The position requires the development and implementation of recruitment outreach and employer branding activities that enhance the visibility of the OSCE as an employer of choice, attracting qualified and diverse candidates through various digital platforms, events, and targeted campaigns. The officer will report to the Chief of Talent Acquisition, with the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director of Human Resources serving as the second-level supervisor.
Duties and Responsibilities: The Talent Acquisition and Outreach Officer will design, develop, and implement an outreach strategy to promote OSCE vacancies and strengthen talent attraction. Responsibilities include coordinating with the Communication and Media Relations Section on web content and outreach materials, developing outreach approaches for HR practitioners, acting as a focal point for outreach efforts, advising on internal outreach initiatives, overseeing the development of multimedia outreach materials, planning and organizing outreach activities such as webinars and career fairs, advancing initiatives to broaden diversity in applicant pools, monitoring and analyzing recruitment marketing metrics, and contributing to recruitment processes while ensuring compliance with OSCE policies.
Required Qualifications: Candidates must possess a first-level university degree in Human Resources, Media and Communications, Marketing, Business Administration, Public Relations, International Relations, Social Sciences, or a related field. A minimum of seven years of progressively responsible professional-level experience in recruitment, outreach, communications, employer branding, or a related area is required. Candidates should demonstrate expertise in recruitment outreach strategy development, employer branding, and talent attraction methodologies in complex organizational environments. Experience in organizing outreach activities and events, as well as knowledge of the latest trends in talent acquisition, is essential. Excellent oral and written communication skills in English are mandatory, and proficiency in digital marketing and graphic design tools is a strong asset.
Educational Background: The position requires a first-level university degree, which is equivalent to a Bachelor's degree, in relevant fields such as Human Resources, Media and Communications, Marketing, Business Administration, Public Relations, International Relations, or Social Sciences. This educational background is crucial for understanding the complexities of talent acquisition and outreach strategies.
Experience: Candidates should have a minimum of seven years of relevant professional experience in areas such as recruitment, outreach, communications, or employer branding. This experience should include progressively responsible roles that demonstrate the ability to develop and implement effective outreach strategies and manage stakeholder engagement in an international or complex organizational environment. Experience in organizing outreach activities and campaigns is also essential.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills. A working knowledge of at least one other language from the OSCE region is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and contribute to the organization's multilingual environment.
Additional Notes: This position is open for secondment only, meaning that candidates must be nominated by their respective participating States. All costs related to the assignment must be borne by the nominating authorities. The OSCE does not provide a Board and Lodging Allowance for seconded staff members. The position is classified as a P3-level role in the UN common system, and candidates should verify with their nominating authority regarding financial remuneration and benefit packages.
