Job Overview:
The Facilities Management Engineer, P2 position is based in Rome and is part of the Global Headquarters Facilities Management and Engineering Unit. The role involves providing facilities management and engineering expertise to ensure the efficient delivery of building management services for both Global HQ and Country Offices. The engineer will be responsible for overseeing the day-to-day administration of maintenance and facility management service contracts, ensuring compliance with contract specifications and key performance indicators (KPIs). This position requires a proactive approach to managing utilities contracts, preparing technical specifications for tenders, and supporting the functionality of critical building systems such as HVAC, power supply, and security" style="border-bottom: 1px dotted #007bff !important;">security infrastructure. The engineer will also contribute to optimizing energy and resource use through sustainable practices and efficiency improvements, while ensuring compliance with health and safety standards. The role demands collaboration with various stakeholders and the ability to provide technical advice to field offices, ensuring that WFP facilities meet operational needs and safety standards.

Duties and Responsibilities:
  • Operations and Maintenance: Manage maintenance and facility management service contracts, monitor contractor performance, support utilities contract management, prepare technical specifications for tenders, ensure functionality of critical building systems, respond to facility emergencies, optimize energy use, monitor environmental performance, and promote workplace safety.
  • Project Management Support: Prepare cost estimates and work schedules, supervise contractors, coordinate infrastructure improvement projects, and prepare reports on Government Funds usage.
  • Field Support: Provide technical advice to field offices, conduct site assessments, develop remedial plans, ensure compliance with WFP policies, and maintain partnerships with clients.
  • Contribute to preparedness actions and provide technical recommendations to manage risks.
  • Other duties as required by the organization.

Required Qualifications:
Candidates must possess an advanced university degree in Engineering (Mechanical, Electrical, Building, Civil) or Architecture from a recognized institution, along with accreditation to a National Professional Register as Engineer or Architect. A minimum of three years of post-graduate professional experience in operations and maintenance is required, including at least one year of experience with Mechanical, Electrical, and Plumbing (MEP) systems in large-scale buildings. Experience in contract management and procurement procedures is essential, and familiarity with UN organizations is considered an asset. Candidates should demonstrate knowledge of Italian and European legislation related to maintenance and construction, public procurement procedures, and construction management.

Educational Background:
An advanced university degree in Engineering (Mechanical, Electrical, Building, Civil) or Architecture is required, obtained after a minimum of five years of full-time study. Candidates must also have accreditation to a National Professional Register as Engineer or Architect or recognized equivalent by an appropriate national or international regulatory authority.

Experience:
The position requires a minimum of three years of post-graduate professional experience in operations and maintenance, with at least one year of experience specifically related to Mechanical, Electrical, and Plumbing (MEP) systems in large-scale buildings, defined as a minimum of 20,000 square meters. Experience in contract management and familiarity with procurement procedures and practices are also necessary. Experience within a UN organization would be advantageous.

Languages:
Fluency in both oral and written English and Italian is mandatory, with a required proficiency level of C. Additionally, candidates should have an intermediate knowledge (level B) of a second official UN language, which may include Arabic, Chinese, French, Russian, Spanish, or Portuguese, as these are recognized working languages of WFP.

Additional Notes:
This position is classified as an International Professional role and is open to candidates of all nationalities. Mobility is a core contractual requirement, although this position is classified as 'non-rotational,' meaning incumbents will not be subject to regular reassignment unless the position is reclassified. The selected candidates will be employed on a fixed-term contract with a one-year probationary period.
