Job Overview:
The Programme Analyst position at UN Women in Ukraine is pivotal for providing programmatic support to the effective management of UN Women’s initiatives in the country. Reporting to the Programme Management Specialist, the Programme Analyst will contribute to the design, formulation, implementation, and evaluation of programs aimed at promoting gender-responsive planning and budgeting. The role involves analyzing results achieved during program implementation and ensuring the appropriate application of systems and procedures. The Programme Analyst will collaborate closely with various stakeholders, including the program and operations team, UN Women HQ staff, government officials, multi and bi-lateral donors, and civil society organizations, to ensure successful program implementation. This position is crucial in addressing the unique challenges faced by women in Ukraine due to the ongoing conflict and aims to enhance their participation in decision-making processes and humanitarian responses.

Duties and Responsibilities:
  • Contribute technically to the development of program strategies in Gender-Responsive Planning and Budgeting by providing inputs to program/project proposals and initiatives.
  • Support the implementation and management of the Gender-Responsive Planning and Budgeting program by coordinating activities, monitoring progress, and reviewing partner reports.
  • Provide technical assistance and capacity development support to project/program partners, identifying opportunities for training and support.
  • Monitor and report on program/project progress, ensuring alignment with objectives and donor requirements.
  • Manage financial aspects of the program, including budget monitoring and revisions, and oversee the work of Programme Associates and Assistants.
  • Contribute to building partnerships and resource mobilization strategies, maintaining databases and documentation.
  • Support inter-agency coordination efforts to align UN Women programs with other partners in the country.
  • Assist in advocacy, knowledge building, and communication efforts related to Gender-Responsive Planning and Budgeting.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is considered an advantage. Candidates should demonstrate strong technical skills in program formulation, implementation, monitoring, and evaluation, as well as knowledge of Results Based Management and gender equality issues.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women’s studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/programme management certification is a plus, indicating a formal recognition of skills in managing projects effectively.

Experience:
At least one year of relevant work experience in development program/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building is required. Experience in Gender Equality and Women’s Empowerment is desirable, as is experience in coordinating with government agencies and donors. This experience is crucial for understanding the complexities of gender issues and the operational landscape in Ukraine.

Languages:
Fluency in English and Ukrainian is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and may enhance a candidate's profile.
