Job Overview:
The position of Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR-CTHB) is a critical role within the OSCE, aimed at addressing the complex issue of human trafficking across its member states. The incumbent will work under the guidance of the Special Representative and the Deputy Coordinator, focusing on enhancing the OSCE's commitments to combat trafficking in human beings (THB). This role involves conducting policy and legal analysis, organizing meetings and conferences, and supporting the development of research and publications related to THB. The successful candidate will also facilitate cooperation with partner organizations and ensure that the OSCE's anti-trafficking initiatives are effectively implemented and aligned with international standards. The position requires a proactive approach to identifying emerging trends in THB and developing strategies to address these challenges, thereby contributing to the overall mission of the OSCE in promoting human rights and security.

Duties and Responsibilities:
The duties and responsibilities of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings include:
  • Supporting the analysis of political, legal, and human-dimension developments related to THB in participating States;
  • Collecting and analyzing regional trends and preparing comparative assessments against international standards;
  • Developing research concepts and terms of reference for background studies and occasional papers;
  • Supervising contracted experts and conducting regional, country, or sectoral analyses;
  • Drafting, editing, and finalizing high-quality written outputs, including briefing papers, speeches, and mission reports;
  • Maintaining regular contacts with delegations of participating States, NGOs, and international organizations to ensure effective coordination;
  • Contributing to the assessment of national and regional anti-trafficking programs and supporting project development;
  • Organizing meetings, workshops, and conferences, including preparing related materials and agendas;
  • Performing additional administrative and logistical tasks as assigned; 1

Required Qualifications:
Candidates must possess a first-level university degree in international relations, international development, public law" style="border-bottom: 1px dotted #007bff !important;">international law, human rights law, social or political sciences, or related fields. Additionally, a minimum of seven years of progressively responsible professional experience in anti-trafficking, human rights, rule of law, migration, or related fields is required. Candidates should demonstrate knowledge of THB and anti-trafficking stakeholders at both national and international levels, as well as experience in implementing multi-lateral policy and practice activities related to human trafficking. Familiarity with emerging issues such as the use of technology in trafficking and financial investigations is desirable. Candidates must also exhibit professional fluency in English and possess excellent communication skills, both oral and written.

Educational Background:
The educational background required for this position includes a first-level university degree, which is equivalent to a Bachelor's degree, in relevant fields such as international relations, public international law, or social sciences. This foundational education is essential for understanding the complexities of human trafficking and the legal frameworks surrounding it.

Experience:
The position requires a minimum of seven years of relevant professional experience, or five years with a second-level degree. This experience should be progressively responsible and encompass work within international, governmental, or civil society organizations, particularly in areas related to anti-trafficking and human rights.

Languages:
Professional fluency in English is mandatory, with excellent communication skills required. Additionally, a working knowledge of at least one other language from the OSCE region, particularly Russian, is desirable. This linguistic capability is important for effective communication and collaboration with diverse stakeholders across the OSCE member states.

Additional Notes:
This position is classified as a P3-level role within the UN common system and is open for secondment only. All costs related to the assignment must be borne by the nominating authorities of participating States. The OSCE Secretariat does not provide a Board and Lodging Allowance for seconded staff members. The contract type is international secondment, and the position is full-time with a fixed-term schedule.
