Job Overview: The Humanitarian Access and Safety (HAS) Coordinator plays a crucial role in ensuring that NRC can deliver humanitarian assistance safely and effectively in challenging environments. This position is responsible for managing safety and security" style="border-bottom: 1px dotted #007bff !important;">security risks, developing access strategies, and implementing Duty of Care protocols for staff. The HAS Coordinator will work closely with the Area Manager and the HAS Manager to ensure that all operations are conducted in compliance with NRC's policies and procedures. The role requires a deep understanding of the local humanitarian context, including security developments and access challenges, to inform decision-making and facilitate principled humanitarian programming. The HAS Coordinator will also be involved in capacity building initiatives, training staff and partners on safety protocols, and representing NRC in external forums related to security and access.
Duties and Responsibilities: The HAS Coordinator will implement the NRC Global HAS Management System at the area level, prepare necessary reports, and execute area-focused elements of the HAS Operational Plan. They will contribute to fostering a culture of safety and principled humanitarian response, manage direct reporting staff, and support the Area Manager with workforce planning and staff development. The Coordinator will maintain an up-to-date understanding of the humanitarian context, lead the development of area-level HAS documents, and support the HAS Manager in conducting Security Risk Assessments (SRAs). They will facilitate training for NRC staff and partners, communicate with external actors to enhance humanitarian access, and ensure adherence to NRC policies. Specific responsibilities include managing access and security incidents, improving humanitarian access strategies, and representing NRC in relevant external forums.
Required Qualifications: Candidates must possess a minimum of three years of relevant experience in a humanitarian or recovery context, with a solid understanding of humanitarian principles and their application in programmatic responses. Experience in complex contexts and access negotiations is essential. Proficiency in MS Office applications, particularly Word and Excel, is required. Previous experience as a trainer is considered an added value. Candidates should demonstrate strong communication skills and the ability to work collaboratively with diverse stakeholders.
Educational Background: A relevant educational background is required, typically in fields related to humanitarian studies, international relations, or security management. Candidates should have a strong understanding of humanitarian principles and practices, as well as the ability to apply this knowledge in real-world situations.
Experience: The position requires a minimum of three years of relevant experience in a humanitarian or recovery context. Candidates should have a solid understanding of NGO safety and risk management, humanitarian access, and civil-military coordination. Experience in liaising with communities and authorities, as well as with NGOs, is essential. Familiarity with risk management practices and experience working with implementing partners will be beneficial.
Languages: Working proficiency in English, both written and verbal, is mandatory for this position. Knowledge of additional languages relevant to the local context may be considered an advantage, enhancing communication with local communities and stakeholders.
