Job Overview: The Program Deputy Field Coordinator (P-DFC) plays a crucial role in supervising the implementation of programs in Rakhine State, aligning with SI's annual country strategy and the evolving humanitarian needs in the area. The P-DFC is responsible for supporting the design and implementation of new projects, ensuring the quality of project execution through direct management of Program Managers. Additionally, the P-DFC assists the Field Coordinator (FC) in representing the organization in external meetings. This position is pivotal during a key period for SI's strategic programming in Ukraine, particularly in enhancing visibility and partnerships with stakeholders. The P-DFC will also navigate security" style="border-bottom: 1px dotted #007bff !important;">security constraints that may impact SI's operational capacity.
Duties and Responsibilities: The P-DFC will oversee the implementation of both emergency and longer-term projects in high-risk areas, ensuring that programming quality is maintained. Responsibilities include participating in strategic annual programming exercises, enhancing the quality of programming through operationalization of protection mainstreaming, and developing harmonized tools and methodologies in collaboration with coordination and other bases. The P-DFC will also focus on capacity building within the team and ensure effective communication and coordination with various stakeholders to maximize the impact of interventions. The role requires addressing security constraints while maintaining access to beneficiaries and field operations.
Required Qualifications: Candidates must possess a bachelor's degree in a relevant field and have a minimum of three years of experience in the humanitarian sector, with at least one year in a similar position. Experience in humanitarian program management is essential, and an engineering background or education in WASH (Water, Sanitation, and Hygiene) or a related technical field is considered an asset. The role demands strong technical skills in proposal writing, project design, and management, as well as a basic understanding of WASH and Shelter sectors.
Educational Background: A bachelor's degree in a relevant field is required for this position. Candidates with advanced degrees or specialized training in humanitarian aid, project management, or related fields may have an advantage in the selection process.
Experience: The position requires at least three years of experience in the humanitarian sector, with a minimum of one year in a similar role. Candidates should have a proven track record in humanitarian program management, demonstrating their ability to navigate complex operational environments and manage diverse teams effectively.
Languages: Proficiency in English is mandatory for this position. Knowledge of French is considered an asset, as well as proficiency in Ukrainian or Russian, which would enhance communication with local stakeholders and beneficiaries.
Additional Notes: The position is a short-term contract with a duration of six months, starting on July 15, 2026, with the possibility of extension. The role is based in Dnipro, Ukraine, and offers a competitive salary starting from EUR 2,475 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of EUR 700 is provided, along with coverage for accommodation and travel expenses. Expatriates will benefit from a comprehensive insurance package covering healthcare expenses, including medical, dental, and repatriation costs. The living conditions include guest house accommodations, internet access, and social amenities.
