Job Overview:
The Digital Humanitarian Project Manager will play a crucial role in leading the implementation of the Changing Lives with Innovative Funding (CLIF) project in Dnipro, Ukraine. This project, in partnership with VIA Science, Inc. and local veterans’ organizations, aims to pilot a flexible financial assistance model that empowers veterans by providing direct resources through a blockchain-based payment system. The Project Manager will be responsible for coordinating project resources, ensuring compliance with donor requirements, drafting programmatic reports, and representing the project at various meetings and events. The role requires effective communication with clients and stakeholders, as well as the ability to monitor project risks and provide operational support. The Project Manager will also contribute to business development efforts and provide financial oversight to ensure the project's success.

Duties and Responsibilities:
The duties and responsibilities of the Digital Humanitarian Project Manager include:
  • Programmatic Management: Coordinate project resources, plan deliverables, lead meetings, ensure compliance with donor requirements, draft programmatic reports, represent the project at client meetings, and facilitate communication among stakeholders.
  • Programmatic Administration: Support knowledge management initiatives, document project approaches and achievements, and ensure proper document management.
  • Business Development and Proposal Management Support: Identify funding opportunities, participate in strategy and resource mobilization efforts, and lead design activities for project components.
  • Finance Support: Assist with project start-up, work planning, budget development, and financial oversight, including monitoring spending rates and reviewing expense reports.
  • Supervision: Serve as a team lead, mentor lower-level personnel, and coordinate activities of other staff members.
  • Problem Solving: Work on complex problems requiring evaluation of variable factors and demonstrate good judgment in selecting methods and techniques for solutions.

Required Qualifications:
The position requires advanced knowledge of project management concepts and practices, excellent oral and written communication skills, and demonstrated project management abilities. The candidate should possess the ability to influence and collaborate with others, analyze and interpret data, and prepare comprehensive reports. Fluency in Ukrainian and English is preferred, and experience in the humanitarian sector or cash assistance programs is advantageous.

Educational Background:
Candidates must have a Bachelor's Degree or its international equivalent in fields such as Civil Society, Communication and Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Research, Technology, Youth, or related fields. A Project Management (PM) Certification is preferred.

Experience:
Typically, candidates should have a minimum of 6+ years of relevant experience in project management principles and practices. Prior work experience in a non-governmental organization (NGO), government agency, or private organization is essential. Experience in the humanitarian sector and familiarity with project start-up and scale-up processes are preferred.

Languages:
Fluency in Ukrainian is mandatory, and fluency in English is preferred. Knowledge of additional languages may be beneficial but is not required.

Additional Notes:
This position is based in a typical office environment, with remote work options available. The role may require the ability to spend long hours looking at a computer screen and performing repetitive tasks. The expected hiring salary range for this role is between 1,066,667 and 1,500,000 for annual basic salary, depending on various factors such as relevant experience and education.
